A recent Urban Institute report highlights how AI systems are beginning to assist correctional facilities with administrative tasks, movement tracking, documentation requirements, and more—functions that consume significant staff time in facilities already facing workforce shortages. By automating routine processes, these tools can allow correctional officers and detention staff to spend more time on direct supervision, programming, and engagement with incarcerated individuals.
The report also points to emerging uses of AI that support both safety and rehabilitation goals. Facilities are exploring predictive analytics and monitoring tools that can help identify potential safety concerns, detect contraband activity, and provide earlier alerts for behavioral or health-related issues. At the same time, AI-powered educational platforms, virtual reality training programs, and conversational support tools are being evaluated as ways to personalize learning, workforce development, and reentry planning. These applications reflect a broader shift toward technology that not only enhances facility operations but also supports successful outcomes for incarcerated individuals returning to their communities.
While the technology presents significant opportunities, researchers caution that implementation must be accompanied by strong safeguards. The Urban Institute notes that corrections agencies must address concerns related to privacy, data quality, algorithmic bias, transparency, and oversight before relying on AI-driven recommendations. Experts recommend maintaining human decision-making authority for high-stakes determinations, conducting independent evaluations of new tools, and ensuring that incarcerated individuals understand how information is collected and used. The report argues that responsible adoption will require correctional leaders to balance innovation with accountability and public trust.
