Special Session Set for August to Consider Congressional Redistricting Proposal

Legislative leaders have announced a special session of the Maryland General Assembly for August 3-5 to consider legislation proposing a constitutional amendment on congressional redistricting.

If approved by a three-fifths vote of both the Senate and House of Delegates, the proposal would appear on the November 2026 General Election ballot for voters to decide whether to amend the Maryland Constitution.

The announcement follows recent federal court decisions involving the Voting Rights Act and congressional redistricting, as well as months of discussion among State leaders over whether Maryland should revisit its congressional map.

Legislative leaders indicated that additional details, including bill language, committee hearings, and the special session schedule, will be released before lawmakers return to Annapolis.

The announcement also raises practical questions about election administration. Legislative leaders have not yet explained how the proposed constitutional amendment would move through the legislative process, be prepared for the ballot, and fit within the State Board of Elections’ statutory ballot preparation schedule ahead of the November general election.
