Aug 2 Board of Public Works Meeting: Here’s What Counties Need to Know

BPWThe Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on August 2, 2023:

Allegany County 

  • A request from the Maryland Department of the Environment for new funding up to $550,000 (137,500 loan + $412,500 grant) to Allegany County for the Route 36 Waterline Replacement project. This project entails the design and replacement of a portion of ductile iron pipe waterline that runs along MD Route 36 between Vale Summit to Midland (near the Mountain View Landfill) with PVC pipe. The existing 25-year-old pipe is corroded and causing numerous failures and leaks. This water line not only serves approximately 50 residences living adjacent to the water line, but it is also being used as an emergency connection to Town of Lonaconing, which is experiencing water plant production problems (Item 10 of the Secretary’s Agenda).

Anne Arundel County

  • A request to enter into a grant agreement for a $500,000 grant to the Love Wins Movement, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Love Wins Movement Project. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore City 

  • A request to enter into a grant agreement for a $175,000 grant to the Board of Directors of the Historic East Baltimore Community Action Coalition, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Mack Lewis Gym. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Department of General Services, on behalf of the Baltimore City Community College, for approval to award a contract for the demolition of the 5-story, 172,642 GSF Bard Building, located at 600 E. Lombard Street. This contract includes protection of the adjacent Holocaust Memorial during construction, abatement of all hazardous materials prior to demolition, disconnecting and capping off all existing utility connections, identification of remaining live systems, and management and disposal and/or recycling of all remaining debris and scrap materials. The site will generally be re-graded as a large open lawn with shade trees bordering three sides of the site which coincide with existing streets; existing sidewalks will be restored for pedestrian use and site lighting will be provided as necessary to provide for safety (Item 10 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore County

  • A request from the Department of Natural Resources to commit $3,000,000 from the Local Parks and Playgrounds Infrastructure funding to design and construct improvements to revitalize Holt Park and Center for the Arts. This includes new signage, updated facilities, an improved amphitheater seating area, and a natural playground and safety surfacing (Item 1A of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement for a $3,000,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure and capital improvements for the Edgemere-Sparrows Point Community. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $3,500,000 grant to Tradepoint Atlantic, LLC to dredge the west berth at the Sparrows Point facility to safely accommodate the demand for larger vessels. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda).

Carroll County

  • A request from the Department of Natural Resources to change the scope of a previously approved project at Wakefield Valley Park in Westminster. Previously, BPW approved a $1,000,000 project through the Local Parks and Playground Infrastructure program for multiuse trails, pedestrian bridges, a disc golf course, and associated site amenities. The City has requested to revise the scope to instead construct the exterior event space at the clubhouse. The City has indicated that other funding sources, including possible grant funding, are being sought to address the previous project scope (Item 4A of the Department of Natural Resources’ Real Property Agenda).

Cecil County

  • A request to encumber funds for a $1,150,000 grant to Cecil College to construct a second multi-lane entrance to the campus and roadways in order to connect the campus core. This will open the northern part of the campus for vehicular and emergency services access. The project also includes the construction of a new Facilities Management building (Item 7 of the Department of General Services’ Office of State Procurement Agenda).

Frederick County

  • A request from the Maryland Department of the Environment for new grant funding up to $49,923 from the Bay Restoration Fund to the Town of Middletown to cover the planning phase of the Town’s new Enhanced Nutrient Removal (ENR) facilities. This project will decrease the nitrogen and phosphorous to Catoctin Creek and ultimately the Chesapeake Bay (Item 9 of the Secretary’s Agenda).

Harford County

  • A request from the Maryland Environmental Trust to ratify the donation of a perpetual conservation easement on 31.98 acres in Aberdeen (Harford County property on Mitchell Road) (Item 6A of the Department of Natural Resources’ Real Property Agenda).

Howard County

  • A request to enter into grant agreements for grants totaling $650,000 to the Board of Directors of the Howard County Veterans Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Howard County Veterans Monument at Bailey Park. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda).

Montgomery County

  • A request to encumber funds for a $2,169,000 grant to Montgomery College – Rockville Campus to renovate the first three floors of the Macklin Tower, which houses the campus library. The project will include a complete interior renovation and reconfiguration of each floor including modernizing building systems and equipment (Item 8 of the Department of General Services’ Office of State Procurement Agenda).

Prince George’s County

  • A request from the Department of Natural Resources to commit $1,500,000 from the Local Parks and Playgrounds Infrastructure funding for a new playground, splash pad, hard surface walking system, and a resurfaced multi-sport court at Marlow Heights Park (Item 2A.2 of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of The World Arts Focus, Inc. dba Joe’s Movement Emporium for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Creative Suitland Arts Center. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit $850,000 from the Local Parks and Playgrounds Infrastructure funding to build a baseball field and install lights, a picnic shelter, a walking loop trail, an irrigation system, a playground, and a parking lot at Sandy Hill Park (Item 2A.1 of the Department of Natural Resources’ Real Property Agenda); and
  • A request to enter into a grant agreement for a $500,000 grant to the Maryland-National Capital Park and Planning Commission for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements at the Bay Sox Stadium, also known as Prince George’s Stadium. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda).

St. Mary’s County

  • A request from the Department of Natural Resources to commit $200,000 from the Program Open Space funding allocated to St. Mary’s County for new playground equipment and rubber safety surfacing at Lancaster Park (Item 3A of the Department of Natural Resources’ Real Property Agenda).
