Governor Wes Moore announced Michael Boyce as Senior Advisor for Responsible Artificial Intelligence (AI) for the State of Maryland.
According to the Office of Governor Moore, Maryland will expand its efforts to deploy artificial intelligence responsibly across government operations, with Governor Wes Moore announcing Michael Boyce as the State’s new Senior Advisor for Responsible Artificial Intelligence.
In this role, Boyce will advise the Governor, the Department of Information Technology, and Maryland’s AI Subcabinet as the State advances its strategy to use AI to support economic development, strengthen the workforce, and improve public services. He will also collaborate with stakeholders across government and the private sector to guide Maryland’s approach to responsible AI adoption.

More recently, Boyce led the AI portfolio program for U.S. Digital Response, helping to launch over a dozen projects across 40 state and local government partnerships to improve language access, make benefits more accessible, and accelerate permit processes.
This builds on previous efforts when Maryland established a Responsible AI Policy and risk-based review process in 2024 and has since expanded AI initiatives aimed at improving government efficiency and service delivery. Recent efforts include partnerships to explore AI applications addressing child poverty and housing access, as well as the launch of Maryland’s AI Innovation Lab, which provides state agencies with a secure environment to test and develop AI solutions.
