July 19 Board of Public Works Meeting: Here’s What Counties Need to Know

BPWThe Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on July 19, 2023:

Baltimore City

  • A request to enter into a grant agreement for a $4,000,000 grant to the Baltimore City Department of Public Works for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a transfer station and small hauler site in East Baltimore at Bowley’s Lane Sanitation Yard. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit $600,000 from the Local Parks and Playgrounds Infrastructure funding to design and construct a new swimming pool and restrooms at the Walter P Carter Pool (Item 5A of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement between the State and the Upton Planning Committee, Inc. for a $1,500,000 operating grant for the Parren J. Mitchell House (FY 2024) (Item 3 of the Secretary’s Agenda);
  • A request to enter into a grant agreement for a $375,000 grant to the Board of Trustees of Afro Charities, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Upton Mansion. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $1,200,000 grant to the Board of Trustees of the Sheppard Pratt Health System, Inc. to assist in the acquisition, planning, design, construction, repair, renovation, and equipping of a new residential crisis services center in Baltimore City. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit $34,540 from the Program Open Space funding allocated to Allegany County to construct a storage building for the Frostburg Community Park pool (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda); and
  • A request from the Department of Natural Resources to commit $61,200 from the Program Open Space funding allocated to Allegany County to replace the Lion’s concession building restroom and pavilion at the Parris N. Glendening Recreation Complex Park (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda).

Baltimore County

  • A request to enter into grant agreements for grants totaling $150,000 to the Board of Directors of the Jewish Community Center of Baltimore, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Performing Arts. There is no matching fund requirement for this grant (Item 10 of the Department of General Services’ Office of State Procurement Agenda).

Calvert County

  • A request from the Department of Natural Resources to commit $150,000 from the Local Parks and Playgrounds Infrastructure funding to repair and replace an existing 150-ft asphalt-paved bike path adjacent to a wooden boardwalk at North Beach Waterfront Park (Item 2A of the Department of Natural Resources’ Real Property Agenda).

Cecil County

  • A request from the Maryland Department of the Environment for new grant funding up to $3,550,101 from the Bay Restoration Fund to Cecil County. This project will decommission the aging Triumph Industrial Park wastewater treatment plant (WWTP) and instead convey its wastewater to the Northeast River Advanced Wastewater Treatment Plant (NRWWTP), an Enhanced Nutrient Removal (ENR) facility. The work includes construction of new pump station and force main, removal of the WWTP lagoon system, and associated appurtenances. In addition to helping the County meet its goals under the Maryland Watershed Implementation Plan, connecting to the NRWWTP will address environmental permit violations, eliminate discharge to Little Elk Creek, and protect public health (Item 9 of the Secretary’s Agenda).

Charles County

  • A request by the Department of Natural Resources to commit $25,000 in Program Open Space funding allocated to Charles County to complete the County’s 2027 Land Preservation, Parks and Recreation Plan, consistent with State planning requirements (Item 3A.1 of the Department of Natural Resources’ Real Property Agenda).

Dorchester County

  • A request from the Maryland Environmental Trust to ratify the donation of a perpetual conservation easement on 281.859 acres in Cambridge (Baker property on Indian Bone Road) (Item 8A of the Department of Natural Resources’ Real Property Agenda); and
  • A request to enter into grant agreements for grants totaling $100,000 to the Board of Directors of Alpha Genesis Community Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a four season, multipurpose, outdoor pavilion. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda).

Montgomery County

  • A request to enter into grant agreements for grants totaling $250,000 to the Mayor and Council of Rockville for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the F. Scott Fitzgerald Theatre and Social Hall, including ADA Improvements. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of Friends House Retirement Community, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new assisted living building at the Friends House Retirement Community. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $600,000 grant to the Board of Directors of the Bender Jewish Community Center of Greater Washington, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an Inclusive Sports Complex. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda).

Prince George’s County

  • A request from the Department of Natural Resources to commit $350,000 from the Local Parks and Playgrounds Infrastructure funding to purchase and install outdoor fitness equipment, a pavilion, walkways, and fencing at Rose Valley Park (Item 4A of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement for a $760,000 grant to the Board of Directors of the Mission of Love Charities, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping for The Mission of Love Charities. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of Procurement Agenda); and
  • A request from the Maryland Department of the Environment for new grant funding up to $3,843,000 from the Bay Restoration Fund to the Washington Suburban Sanitary Commission for the Sewer Basin Reconstruction Program – Beaverdam Sewer Basin Prince George’s County project. This project entails the repair, replacement and rehabilitation of sewers and manholes located on or near state, local and county road right-of-ways related to the Beaverdam Sewer Basin. This is one of several WSSC projects throughout Prince George’s and Montgomery Counties (Item 10 of the Secretary’s Agenda).

Somerset County

  • A request from the Maryland Environmental Service for approval to award a contract to extend the existing underground service distribution pipeline to deliver utility grade natural gas to Eastern Correctional Institution (ECI) buildings and replace propane fired equipment with natural gas fired equipment (Item 11 of the Secretary’s Agenda).

St. Mary’s County

  • Two requests to provide the following Rural Legacy grants to The Patuxent Tidewater Land Trust for easements in the Huntersville Rural Legacy Area. Both easements will be held by DNR and the Trust:
    • $132,620 grant for the acquisition of a 73.58-acre conservation easement (Leeland property). Acquisition of this easement will protect productive agricultural and forest lands, and approximately 7,274 linear feet of forested stream buffers along Coatigan Run and associated tributaries before its confluence offsite with the Patuxent River. Easement value: $3,490/acre (Item 6A of the Department of Natural Resources’ Real Property Agenda); and
    • $110,058.77 grant for the acquisition of a 20.36-acre conservation easement (Stouffer-Dixon property). Acquisition of this easement will protect productive agricultural and forest lands, and approximately 1,737 linear feet of forested stream buffers along unnamed tributaries feeding directly into the Patuxent River Easement value: $4,950/acre (Item 7A of the Department of Natural Resources’ Real Property Agenda).

Talbot County

  • A request to enter into a grant agreement between the State and the Water’s Edge Museum (an unincorporated association) for a $1,000,000 operating grant (FY 2024) (Item 4 of the Secretary’s Agenda).

Worcester County

  • A request from the Maryland Department of Health to approve a $2,045,383 grant to Three Lower Counties Community Services, dba Chesapeake Health Care to assist with the acquisition of a property located at 9958 N. Main Street, Berlin. The grantee is a Federally Qualified Health Center, providing affordable, culturally competent patient and family centered health care for individual and community wellness. This project will allow for additional health care providers and increase the number of patients served annually. The contract sale price of the property is $2,296,800 (Item 11 of the Department of General Services’ Office of State Procurement Agenda).
