The Board of Public Works (BPW) — a three-member panel including Governor Larry Hogan, Comptroller Peter Franchot, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.
The BPW considered and approved the following requests and recommendations at its meeting on October 12, 2022:
Allegany County
- A request from the Department of Natural Resources to commit $75,000 in funding from the Community Parks and Playground Program to construct composting restroom facilities, hose taps, hand washing stations, and an electric hook up at Nevison Park in the Town of Luke (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda); and
- A request from the Department of Natural Resources to commit $50,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Allegany County to renovate the Town of Luke’s basketball court (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda).
Anne Arundel County
- A request to enter into a grant agreement for a $300,000 grant to the Board of Directors of The Children’s Theatre of Annapolis, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an annex to the Children’s Theatre of Annapolis. There is no matching fund requirement for this grant (Item 20 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $1,146,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Anne Arundel County design and construct the new 12-acre Deale Community Park. Amenities include picnic pavilions, a playground, a sand volleyball court, pickleball courts, parking, restroom facilities, a dog park, and trails. (Item 2A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $250,000 grant to Wild Kid Acres, LLC for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Wild Kid Acres Facility. There is no matching fund requirement for this grant (Item 26 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $400,000 grant to the Anne Arundel County Department of Parks and Recreation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new community center in Brooklyn Heights. There is no matching fund requirement for this grant (Item 19 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $400,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Anne Arundel County to design and construct field lighting on the new 90-foot baseball diamond (field #13) and one currently unlighted multipurpose field (field A) at Lake Shore Sports Complex. The additional lighting will expand the hours of public use for these fields to meet community needs (Item 2A.4 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $1,500,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Anne Arundel County to design and construct a community park adjacent to the Odenton Regional Library(Item 2A.3 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $500,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Anne Arundel County to construct a 1.7 mile, 10-foot-wide, multi-surface, hiker/biker trail from Annapolis Road in Odenton to Bonheur Drive in Gambrills. This is Phase II of the South Shore Trail, which will connect Odenton and Gambrills residents to the WB&A trail, and thereby the MARC commuter train (Item 2A.2 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $500,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Anne Arundel County to design and construct improvements in the recently expanded area of Bacon Ridge Park. The project will include hiking and equestrian trails, mountain bike trails and skills areas, equine hitching and care area, parking, and a homestead interpretive area focused on two tobacco barns (Item 2A.5 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $25,500,000 grant to the County Executive and County Council of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Crownsville Hospital Memorial Park. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $55,000 grant to the Board of Directors of the Severna Park Post 175, The American Legion, Severna Park, Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Severna Park American Legion Post 175 facility. There is no matching fund requirement for this grant (Item 10 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $100,000 grant to the County Executive and County Council of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a memorial at the Crownsville Hospital Patient Cemetery. Baltimore City
- A request to enter into a grant agreement for a $200,000 grant to Baltimore Unity Hall, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Baltimore Unity Hall. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into grant agreements for grants totaling $250,000 to the Board of Directors of the Govans Ecumenical Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Epiphany House and Micah House properties. There is no matching fund requirement for this grant (Item 17 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $194,000 grant to the Board of Directors of the Blocker Family Foundation Co. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Studio 541 Museum. There is no matching fund requirement for this grant (Item 11 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit a total of $2,400,000 ($600,000 from Program Open Space funding allocated to Baltimore and $1,800,000 from the Baltimore City Direct Grant/Program Open Space Statewide) to renovate the outdated facilities at the Chick Webb Recreation (Item 9A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $2,500,000 grant to the Board of Directors of the Kennedy Krieger Institute, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Center for Neuroscience of Social Injustice at the Kennedy Krieger Institute. There is no matching fund requirement for this grant (Item 9 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $3,500,000 from the Baltimore City Direct Grand/Program Open Space Stateside to provide maintenance, planning, volunteer support, and operations of the Baltimore City Park System. The system contains over 5,700 acres of parkland including woodlands, playgrounds, picnic groves and athletic fields (Item 9A.2 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Waterfront Partnership of Baltimore, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to Rash Field. There is no matching fund requirement for this grant (Item 23 of the Department of General Services’ Office of State Procurement Agenda; and
- A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of the St. James Development Corporation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Harlem Park Community Center. There is no matching fund requirement for this grant (Item 18 of the Department of General Services’ Office of State Procurement Agenda).
Baltimore County
- A request to enter into grant agreements for grants totaling $2,500,000 to the Board of Directors of the Pearlstone Conference and Retreat Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Pearlstone Center’s campus in Reisterstown. There is no matching fund requirement for this grant (Item 35 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into grant agreements for grants totaling $200,000 to the Board of Directors of the B’More Artist Guild, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Clubhouse of Catonsville. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $970,000 grant to the Board of Directors of University of Maryland St. Joseph Medical Center for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the third floor west wing to relocate the Pediatric Unit. There is no matching fund requirement for this grant (Item 25 of the Department of General Services’ Office of State Procurement Agenda);
- A request to provide a $1,196,982.94 grant to The Gunpowder Valley Conservancy, Inc. from Rural Legacy Funds for the acquisition of a 146.99-acre conservation easement in the Gunpowder Rural Legacy Area(Gorsuch Retirement, Inc. property). Acquisition of this easement will protect valuable farmland and 3,900 linear feet of forest buffer along Gunpowder Falls and associated tributaries. The easement will be held by the Conservancy and DNR. Easement value: $7,623.77/acre (Item 11A of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Directors of Associated Catholic Charities, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Gallagher Services Community Center. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $1,400,000 grant to the Board of Directors of the SBC Five Star Program, Inc. and the Board of Trustees of the Morning Star Baptist Church for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Morning Star Family Life Center. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into grant agreements for grants totaling $200,000 to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Cromwell Valley Park, including improvements to the park’s grounds. Caroline County
- A request from the Department of Natural Resources to commit $57,901 from the Program Open Space funding allocated to Caroline County to install a new playground, picnic pavilion, and new perimeter trail surfacing at Harmony Community Park (Item 3A of the Department of Natural Resources’ Real Property Agenda).
Carroll County
- A request to provide a $94,031.63 grant to Carroll County from Rural Legacy Funds for the acquisition of a 24.96-acre conservation easement in the Little Pipe Creek Rural Legacy Area (Haynie property). Acquisition of this easement will protect valuable farmland and 1,623 linear feet of forest buffer along tributaries to Dickenson Run, a tributary to Little Pipe Creek. The easement will be held by Carroll County. The County is paying administrative and compliance costs. Easement value: $3,708.49/acre (Item 12A of the Department of Natural Resources’ Real Property Agenda).
Cecil County
- A request to enter into a grant agreement for a $95,000 grant to the Board of Directors of the Cecil County Farm Museum and Regional Agricultural Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Cecil County Farm Museum, including site improvements to the museum grounds. There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda).
Charles County
- A grant agreement for a $550,000 grant to the Board of Directors of the Lifestyles of Maryland Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Southern Crossing project. There is no matching fund requirement for this grant (Item 27 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $300,000 grant to RXBSA Properties, LLC for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a grocery store facility. There is no matching fund requirement for this grant (Item 34 of the Department of General Services’ Office of State Procurement Agenda).
Frederick County
- A request from the Maryland Department of the Environment for new loan funding up to $513,207 to the Town of Thurmont for the Old Pryor Road Water Line Rehabilitation project. This project entails the installation of a new watermain, house services, meters and their vaults, gate valves, fire hydrants, asphalt paving, site restoration, and associated materials and supplies. The area along Old Pryor Road has experienced water service concerns for several years including reduction of water flow when multiple systems operate simultaneously. The proposed project will remediate reduction of water flow in the area (Item 9 of the Secretary’s Agenda);
- A request from the Department of Natural Resources to commit a total of $70,000 from the Program Open Space funding allocated to Frederick County for the following projects:
- Doubs Meadow Park: $50,000 to install new lighting fixtures (Item 4A.1 of the Department of Natural Resources’ Real Property Agenda);
- Flook Park: $20,000 to construct pedestrian paths to various park play areas (Item 4A.2 of the Department of Natural Resources’ Real Property Agenda); and
- A request from the Department of Natural Resources to commit $7,015 from the Local Parks and Playgrounds Infrastructure funding to purchase new bleachers and a scoreboard for the multipurpose fields and construct pickleball courts at Remsberg Park (Item 4A.3 of the Department of Natural Resources’ Real Property Agenda).
Howard County
- A request to enter into a grant agreement for a $130,000 grant to the Board of Directors of The Howard County Conservancy, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an accessible trail at The Howard County Conservancy. There is no matching fund requirement for this grant (Item 24 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into grant agreements for grants totaling $450,000 to the Board of Directors of The Community Ecology Institute, Ltd. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Community Ecology Center. There is no matching fund requirement for this grant (Item 33 of the Department of General Services’ Office of State Procurement Agenda).
Montgomery County
- A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of the Pleasant View United Methodist Church, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Pleasant View Site. - A request to enter into grant agreements of grants totaling $250,000 to the City of Gaithersburg for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Blohm Park Trails. - A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of the Akhmedova Ballet Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Akhmedova Ballet Academy facilities. - A request to encumber funds for grants totaling $6,839,000 to Montgomery College – Takoma Park/Silver Spring Campus for the new Catherine and Isaiah Leggett Math and Science Building. Prince George’s County
- A request to enter into a grant agreement for a $200,000 grant to the Mayor and City Council of the City of College Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the College Park Woods Neighborhood Park. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of the Odenton Temple Holding Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Odenton Masonic Center, including improvements to the building’s roof and parking lot. There is no matching fund requirement for this grant (Item 21 of the Department of General Services’ Office of State Procurement Agenda);

- A request from the Department of Natural Resources to commit $1,875,000 from the Program Open Space funding allocated to Prince George’s County to develop the new Canter Creek Park. Amenities include a playground, basketball court, football/soccer field, loop trail, picnic shelter with outdoor seating, and parking (Item 5A of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $120,000 grant to the Board of Directors of the Living Water at St. John’s Chapel, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the St. Johns Chapel. There is no matching fund requirement for this grant (Item 32 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $60,000 grant to the Board of Directors of the Calvert Elks Lodge, No. 2620, Benevolent and Protective Order of Elks of the United States of America, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Calvert Elks Lodge, including the HVAC system. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda).
Queen Anne’s County
- A request to provide a $706,324.50 grant to Queen Anne’s County from Rural Legacy Funds for the acquisition of a 170.29-acre conservation easement in the Foreman Branch Rural Legacy Area (Gus Pappas Farm property). Acquisition of this easement will protect valuable farmland and 4,900 linear feet of forest buffer along Island Creek, a tributary to the Chester River. The easement will be held by the County, which is paying administrative and compliance costs, and DNR. Easement value: $4,370.72/acre (Item 13A of the Department of Natural Resources’ Real Property Agenda); and
- A request to provide a $859,764.35 grant to Queen Anne’s County from Rural Legacy Funds for the acquisition of a 217.07-acre conservation easement in the Foreman Branch Rural Legacy Area (Ripley Family Farm, LLC). Acquisition of this easement will protect valuable farmland and 2,400 linear feet of forest buffer along Brown’s Branch, a tributary to Southeast Creek and downstream to the Chester River. The easement will be held by the County, which is paying administrative and compliance costs and DNR. Easement value: $4,289.03/acre (Item 14A of the Department of Natural Resources’ Real Property Agenda).
Talbot County
- A request to enter into grant agreements for the following grants to the Board of Directors of Building African American Mind (BAAM)s, Inc.:
- Grants totaling $250,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a building to house all of BAAM’s programs and staff. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda); and
- An $800,000 grant for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an Academic Center. St. Mary’s County
- A request by the Department of Natural Resources to commit $25,000 in Program Open Space funding allocated to St. Mary’s County to complete the County’s 2027 Land Preservation, Parks and Recreation Plan, consistent with State planning requirements (Item 6A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $270,000 from the Program Open Space funding allocated to St. Mary’s County for new playground equipment at John Baggett Park (Item 6A.2 of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into a grant agreement for a $100,000 grant to the Patuxent River Naval Air Museum Association, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Patuxent River Naval Air Museum and Visitor Center. Wicomico County
- A request from the Department of Natural Resources to commit $405,000 from the Program Open Space funding allocated to Wicomico County to convert the existing softball field into a 12-court pickleball complex, and install a new baseball court, playground, bathroom and comfort station at Harmon Field (Item 8A of the Department of Natural Resources’ Real Property Agenda);
