MACo Collaborates with Bill Sponsors to Update Procurement Payment Processes

On February 2, 2022, Associate Policy Director Brianna January testified before the Senate Budget and Taxation Committee in support with amendments to SB 250 – State and Local Procurement – Payment Practices after working with the bill sponsors to address county concerns.

As introduced, this bill would require State and local governments to adopt a procurement policy that ensures a payment is made under a procurement contract or after receipt of a proper invoice in 15 days rather than the current law of 30 days.

MACo is working with the bill sponsors to introduce amendments to remove local governments from the bills’ requirements, making the them only applicable to Maryland State procurement.

MACo plans to testify on the bill’s cross-file, HB 325, on February 15, 2022.
