The Board of Public Works (BPW) considered and approved the following requests and recommendations in its May 19, 2021 meeting. This is not a comprehensive list of all considerations and approvals during the meeting.
Anne Arundel
- A request to certify matching funds and enter into grant agreements for grants totaling $100,000 to the Board of Directors of Anne Arundel Lodge, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new HVAC system at the Arundel Lodge. The Grantee has submitted documentation of sufficient funds to meet the $50,000 matching fund requirement for this project (Item 7 of the Department of General Services’ Office of State Procurement Agenda).
- A request to enter into a grant agreement for a $350,000 grant to the Mayor and City Council of the City of Annapolis for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of The “Pip” Moyer Recreation Center and other Annapolis Locations. There is no matching fund requirement for this grant (Item 10 of the Department of General Services’ Office of State Procurement Agenda).
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Directors of the Maryland Hall for the Creative Arts and Board of Education for Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Maryland Hall for the Creative Arts facility. There is no matching fund requirement for this grant (Item 14 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into grant agreements for grants totaling $700,000 to the Board of Directors of the Girl Scouts of Central Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of buildings and facilities at Camp Woodlands, including site improvements. There is no matching fund requirement for this grant (Item 15 of the Department of General Services’ Office of State Procurement Agenda);
- A request to certify matching funds and enter into grant agreements for grants totaling $175,000 to the Board of Directors of the Annapolis Maritime Museum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of its McNasby Oyster Company building exhibition space. The Grantee has submitted documentation of sufficient eligible expenditures to meet the matching fund requirement for this project (Item 17 of the Department of General Services’ Office of State Procurement Agenda).
- A recommendation from the Department of General Services to grant a one year extension to the Board of Trustees of Historic Annapolis, Inc. from the automatic termination of 2 capital grants totaling $250,000 for the Historic Annapolis – Main Street Renovations. The Grantee did not meet the 7-year deadline before the authorization terminated because the project was delayed (Item 32 of the Department of General Services’ Office of State Procurement Agenda).
- A request to certify matching funds and enter into a grant agreement for a $40,000 grant to the Board of Trustees of the Deale Elks Lodge 2528 of the Benevolent and Protective Order of Elks of the United States of America for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Deale Elks Lodge building, including repairs to the building’s roof. The Grantee has submitted documentation of sufficient funds to meet the $40,000matching fund requirement for this project (Item 9 of the Department of General Services’ Office of State Procurement Agenda).
- a request to certify matching funds and enter into a grant agreement for a $1,715,000 grant to the County Executive and the County Council of Anne Arundel County to complete construction and equipping of a new Central Holding and Processing Center at the Anne Arundel County Detention Center on Jennifer Road. The Grantee has submitted documentation that it has allocated sufficient funds in its FY 2019 budget ($1,715,000) to meet the matching fund requirement for this project. - Baltimore City
- A request to certify matching funds and enter into grant agreements for grants totaling $300,000 to the Board of Directors of The Central Baltimore Partnership, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Cecil Elementary School Community Park. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 6 of the Department of General Services’ Office of State Procurement Agenda).
- A request to enter into a grant agreement for a $100,000 grant to the Board of The Fayette Street Outreach Organization for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Fayette Street Outreach Community Center. There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda).
- A request to certify matching funds and enter into grant agreements for grants totaling $250,000 to the Board of Trustees of the National Great Blacks in Wax Museum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Great Blacks in Wax Museum. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 25 of the Department of General Services’ Office of State Procurement Agenda).
- A request to certify matching funds and enter into a grant agreement for a $270,000 grant to the Board of Directors of the Cherry Hill Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of seven blighted homes as part of the Blight Reduction and Homeownership Initiative. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 20 of the Department of General Services’ Office of State Procurement Agenda).
- A request to certify matching funds and enter into grant agreements for grants totaling $200,000 to the Board of Trustees of the Creative Alliance, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Creative Alliance building, including roof repairs. - A recommendation from the Department of General Services to grant a temporary exception for one year to the Win Team LLC from the automatic termination of $327,000 in capital grant funds for the Win Team Headquarters and Treatment Facility). The Grantee did not meet the 2-year deadline before the authorization terminated because it needs additional time to complete the grant application and provide the matching fund (Item 32 of the Department of General Services’ Office of State Procurement Agenda).
- Calvert
- A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of End Hunger in Calvert County, Inc. and Chesapeake Church, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of End Hunger Kitchen. - A recommendation from the Department of General Services to grant a one year extension to the Board of Directors of the Calvert Marine Museum Society, Inc. from the automatic termination of $250,000 in capital grant funds for the museum’s Paleontology Collections and Research Center. The Grantee did not meet the 2-year deadline before the authorization terminated because it needs additional time to complete the grant application and provide the matching fund (Item 32 of the Department of General Services’ Office of State Procurement Agenda).
- Cecil
- A request from the Department of Natural Resources to commit $20,625 from the Program Open Space funding allocated to Cecil County to construct three stone parking areas to enhance safety and access at Brantwood Regional Park (Item 1A of the Department of Natural Resources’ Real Property Agenda).
- Charles
- A recommendation from the Department of General Services to grant a one year extension to the Board of Trustees of the College of Southern Maryland from the automatic termination of $25,000 in capital grant funds for the Velocity Center. The Grantee did not meet the 2-year deadline before the authorization terminated because the grantee needs additional time to complete the grant application and provide the matching fund (Item 32 of the Department of General Services’ Office of State Procurement Agenda).
- Dorchester
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Directors of Delmarva Community Services, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Harry and Jeanette Weinberg Center at Chesapeake Grove. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda).
- Frederick
- A request to certify matching funds and enter into a grant agreement for a $2,500,000 grant to the Board of Directors of the Frederick Health Hospital, Inc. for the design, construction, renovation, and equipping of an expansion of the hospital’s Critical Care Pavilion. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 2 of the Department of General Services’ Office of State Procurement Agenda).
- A request from the Department of Natural Resources to grant $268,750 of Program Open Space statewide funds to acquire a 75.87-acre conservation easement (Buhrman property) in Frederick County. This mostly-forested property is located between South Mountain State Park and Catoctin National Park and lies along the important Catoctin Greenway migratory flyway. This easement will help protect a large block of contiguous forest that is prime habitat for numerous Forest Interior Dwelling Species and support a diverse species of flora and fauna. Easement value: $3,542/acre (Item 3A of the Department of Natural Resources’ Real Property Agenda).
- Garrett
- A request to enter into a grant agreement for a $500,000 grant to the Board of County Commissioners of Garrett County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an emergency operations center. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda.
- Harford
- A request to enter into grant agreements for the following non-matching grants to the Mayor and the City Council of the City of Havre de Grace:
- $150,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping for the reuse of two commercial properties (Item 8 of the Department of General Services’ Office of State Procurement Agenda).
- o $100,000 grant for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a cultural and scholastic event center, including the performance of a feasibility study (Item 18 of the Department of General Services’ Office of State Procurement Agenda).
- A request to certify matching funds and enter into a grant agreement for a $250,000 grant to the Board of Directors of the Aberdeen Proving Ground Centennial Celebration Association, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement and capital equipping of the Aberdeen Proving Ground Discovery Preview Center. - Montgomery
- A grant agreement for a $500,000 grant to the Board of Directors of the Warrior Canine Connection, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Warrior Canine Connection facility. There is no matching fund requirement for this grant (Item 27 of the Department of General Services’ Office of State Procurement Agenda).
- A request to certify matching funds and enter into a grant agreement for a $75,000 grant to the Mental Health Association of Montgomery County and Board of Directors of EveryMind, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of the EveryMind Headquarters Building, including repairs to the building’s roof. - A recommendation from the Department of General Services to grant a one year extension to the Board of Directors of Southern Friendship Missionary Baptist Church from the automatic termination of $113,000 in capital grant funds for the Southern Friendship Health and Wellness Campus. The Grantee did not meet the 7-year deadline before the authorization terminated (Item 32 of the Department of General Services’ Office of State Procurement Agenda).

- A recommendation from the Department of General Services to remove the requirement for a matching fund and extend the automatic termination date of $40,000 in capital grant funds by one year to the Executive Committee of the Cheverly American Legion Post 108, Inc. for the construction, repair, renovation, reconstruction and capital equipping of the Cheverly American Legion Post 108 (Item 16 of the Department of General Services’ Office of State Procurement Agenda).
- Queen Anne’s
- A request from the University of Maryland College Park to approve its acquisition of an approximately 233.658 acre parcel from the Aspen Institute, Inc. for $936,000 using unrestricted University funds. The property is in close proximity to the University’s Wye Research and Education Center and is currently leased by the University for use by its College of Agriculture and Natural Resources. It will continue to be used for farming, as well as grazing land for the Wye Angus herd that was gifted to the University System of Maryland Foundation, Inc. by Arthur A. Houghton in 1979. Current University agricultural and environmental research and Chesapeake Bay stewardship projects will continue as well.As a condition of the sale and purchase of the property by the University, The Aspen Institute, Inc. previously granted to the Maryland Environmental Trust a conservation easement encumbering the property, which preserves the agricultural and environmental attributes of the property in perpetuity (Item 4 of the University System of Maryland’s Agenda).
- Wicomico
- A recommendation from the Department of General Services to grant a one year extension to the Board of Trustees of Peninsula Regional Medical Center from the automatic termination of $800,000 in capital grant funds for the Peninsula Regional Medical Center. The Grantee did not meet the 2-year deadline before the authorization terminated because the grantee needs additional time to complete the application and provide the matching fund (Item 32 of the Department of General Services’ Office of State Procurement Agenda).
