Allegany County has finalized a development agreement with D.R. Horton to transform the former Allegany High School property into a 65-home
residential community, expanding local housing options and returning the site to productive use.
The Village Crossing at Campobello project will include at least 44 attached homes and 21 detached homes, with anticipated prices ranging from about $180,000 to under $300,000. The agreement allows D.R. Horton to acquire residential lots in phases as the redevelopment progresses. The fully executed agreement follows months of public consideration and revisions by the County Commissioners, along with regional and corporate approvals from D.R. Horton. The agreement establishes a framework for phased lot purchases and home construction, subject to required approvals and closing conditions.
“This has been a deliberate and public process, and we are pleased to now have the fully executed agreement in hand,” said Jeff Barclay, Director of Economic & Community Development. “Village Crossing represents an important opportunity to return this property to productive use, expand local housing options, and create a new neighborhood that contributes to the community for years to come.”
The County’s September announcement anticipated additional work on Sedgwick Street and stormwater facilities, with the first lot closing potentially occurring in October. Construction timelines remain dependent on permitting, inspections, and other project conditions.
At full build-out, the redevelopment is projected to have an assessed value of approximately $14.51 million, generating an estimated $119,678 in annual property tax revenue for Allegany County and $153,733 for the City of Cumberland, based on current tax rates. Actual revenue will depend on final assessments and development conditions.
The project represents an effort to repurpose a former public school site for residential development while adding to the local housing supply and property tax base. Learn More
