Income Tax Revenue Forecasting – It’s All About November
Each November, the model used for the distribution of local income taxes is adjusted based on the behavior of taxpayers in the prior tax year. These adjustments may create fluctuations in revenue distributions. This session will examine how the State distributes local income taxes to Maryland’s counties and how to plan for these fluctuations when preparing a county’s budget.

Moderator: The Honorable Verna Jones-Rodwell, Maryland Senate (invited)
