Proposed emergency regulations for Maryland’s Community Reinvestment and Repair Fund offer counties long-awaited guidance on how cannabis tax revenue can support local priorities.
The Maryland Department of Social and Economic Mobility (DoSEM), through its Office of Social Equity (OSE), has released proposed emergency regulations for the Community Reinvestment and Repair Fund (CRRF), providing counties with additional guidance for how cannabis tax revenue can be used to support local priorities.
Created under the Cannabis Reform Act of 2023, the CRRF dedicates a portion of adult-use cannabis tax revenue to local governments for investments in low-income communities disproportionately impacted by the enforcement of past cannabis laws. The fund is not a general revenue source but is designed to support long-term community improvements through locally driven initiatives.
Eligible investments span a wide range of county priorities, including affordable housing, workforce development, violence prevention, public health programs, youth services, and other community-based initiatives that promote economic opportunity and improve quality of life.
Counties remain committed to ensuring these funds are used transparently and effectively while responding to the unique needs of their communities. As MACo noted during the 2026 legislative session, counties support strong accountability while also valuing the flexibility needed to adapt programs to local priorities and community input.
