2026 Primaries Bringing Change to MACo Leadership

The 2026 primary elections (and term limits) will, as is often the case, drive change in the leadership of MACo – here are the effects so far on current association officers and board members.

MACo’s elected leadership, including a slate of officers who guide the operations of the association, will be affected by the results of this week’s primary elections. Here are the outcomes for all the current officers.

Officers

MACo’s 2026 Board and Officers, after being ceremonially sworn in during the 2025 MACo Winter Conference.

2026 MACo President MC Keegan-Ayer did not seek re-election, she faced a term limit following 12 years as a Frederick County County Council Member.

First Vice President Lenny Pfeffer is running unopposed to return as a Dorchester County Council Member.

Second Vice President Paul Edwards is running unopposed to return to his seat as Garrett County Commissioner.

Secretary Steuart Pittman is term-limited as Anne Arundel County Executive and not running for any elected position in the 2026 election cycle.

Treasurer Craig Mathies has apparently won in his primary to return as a Somerset County Commissioner, and faces no opposition in the general election.

MACo’s immediate Past President Jack Wilson is running unopposed for Queen Anne’s County Commissioner.

Board Members

Among sitting Board members, some have advanced toward re-election: Harford County Executive Bob Cassilly, Prince George’s County Executive Aisha Braveboy, Washington County Commissioner John Barr, and Wicomico County Executive Julie Giordano.

Other sitting Board members will turn over for other reasons:

Charles County Commissioner President Reuben Collins sought the seat in MD Congressional District 5, losing in that primary, and will not return as a county elected official for this term.

Howard County Executive and former MACo President Calvin Ball was term limited in his service as County Executive, and did not seek elected office in the 2026 election.

Montgomery County Executive Marc Elrich was term limited in his service as County Executive, but has won in the primary to serve as an at-large Council Member.

St. Mary’s County Commissioner President Randy Guy was prevented from running by term limits.

Worcester County Commissioner Chip Bertino is trailing in his primary to return to his seat, with ballots remaining from mail-in and provisional voters.

Baltimore City Council Member Sharon Green Middleton did not stand for election in 2026, as the city council is on the presidential election cycle, rather than the gubernatorial – she was re-elected in 2024.
