Counties, municipalities, and water utilities seeking funding for drinking water, wastewater, and stormwater projects may be eligible for free technical
assistance through the Region 3 Real Water Technical Assistance (RealWaterTA) program.
Coordinated by the University of Maryland Environmental Finance Center with funding from the U.S. Environmental Protection Agency, the program helps communities identify, pursue, and manage funding for water infrastructure projects. Assistance is available throughout EPA Region 3, which includes Maryland, and is provided at no cost to eligible communities.
The program supports projects at any stage of development, from initial planning through funding applications and post-award compliance. Eligible recipients include counties, municipalities, tribes, and water systems.

- Rate studies and affordability assessments
- Budget development and financial planning
- Funding source identification
- Grant and loan application support
- Compliance and disbursement oversight
The technical assistance team includes the University of Maryland Environmental Finance Center, Maryland Environmental Service, the University of Pennsylvania Water Center, RCAP Solutions Northeast, and several other regional partners.
