The Maryland Department of Disabilities (MDOD) has established the Office of Disability Employment Advancement and Policy (ODEAP), a new office
dedicated to fostering a more inclusive and equitable workforce for Marylanders with disabilities.
ODEAP was established through the Maryland Model Employer Act (HB 502), the first bill signed into law by Governor Moore following the 2025 legislative session. The landmark legislation, a direct outcome of collaborative work between the state and the National Governors Association, creates the State as a Model Employer (SAME) initiative. The SAME initiative positions the State of Maryland as a national leader in the recruitment, hiring, and retention of individuals with disabilities within its workforce.
“The creation of the ODEAP and the SAME initiative marks a pivotal moment for Maryland,” said Governor Wes Moore. “We are committed to building a state where every individual has the opportunity to thrive, and that includes ensuring that Marylanders with disabilities have full access to meaningful employment. The Office of Disability Employment Advancement and Policy will be instrumental in breaking down barriers and creating a truly inclusive state workforce that reflects the rich diversity of our state.”
ODEAP will build on MDOD’s work as national leader by elevating and highlighting the employment and education work underway while leveraging opportunities for increased innovation, coordination and collaboration within and across state agencies. Its focus will include:
- Develop and support implementation of policies and strategies that advance career readiness and training for Maryland students with disabilities and create expanded opportunities for employment within state government and across Maryland.
- Identify and promote best policies and practices regarding the recruitment, hiring, retention and advancement of Marylanders with disabilities.
- Conduct outreach and engage with job seekers with disabilities, disability organizations, educators, families, business, and other key partners.
- Implement and collect data regarding Maryland as a Model Employer initiative.
