Feb 14 Board of Public Works Meeting: Here’s What Counties Need to Know

The BPW considered and approved the following requests and recommendations at its meeting on February 14, 2024:

Allegany County

  • A request to enter into a grant agreement for a $150,000 grant to the Board of Trustees of Allegany College of Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Allegany College of Maryland Tennis Courts. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 15 of the Department of General Services’ Office of State Procurement Agenda).

Anne Arundel County

  • A request to enter into grant agreements for grants totaling $50,000 to the Board of Trustees of the GFWC Women’s Club of Linthicum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the GFWC Women’s Club of Linthicum Clubhouse. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 18 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore City

  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Waterfront Partnership of Baltimore Point Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Point Park. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 12 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of the Bon Secours of Maryland Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Early Head Start Program facility. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2020 Capital Budget (Item 6 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of Village of Love and Resistance, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Old Centennial Church in the Village of Love and Resistance Community Hub.  There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 14 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Fund for Educational Excellence, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Andrew De Shields Center for the Arts at Baltimore City College. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 10 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of the Mary Harvin Transformation Center Community Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a workforce training, career development, and early childhood education center. There is no matching fund requirement for this grab.

Baltimore County

  • A request to enter into a grant agreement for a $200,000 grant to the Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Woodholme Elementary School Playground. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 4 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $300,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Banneker Community Center Gymnasium. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 1 of the Department of General Services’ Office of State Procurement Agenda).

Caroline County

  • A request to enter into grant agreements for grants totaling $500,000 to the Board of Trustees of the Benedictine School for Exceptional Children, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Benedictine School for Exceptional Children. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 17 of the Department of General Services’ Office of State Procurement Agenda).

Charles County

  • A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of the Boys and Girls Club of Southern Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a Boys and Girls Club facility.  There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2019 Capital Budget and then amended by the 2023 Capital Budget (Item 19 of the Department of General Services’ Office of State Procurement Agenda).

Garrett County

  • A request from the Maryland Department of the Environment for new funding up to $671,400 ($222,647 loan + $448,753 grant) to the Town of Oakland for the Oakland/Broadford Water Treatment Plant Improvements project. This project will rehabilitate aged and deteriorating equipment at this Water Treatment Plant and make ancillary improvements to the plant and water distribution. These improvements will improve the efficiency and reliability of the plant (Item 8 of the Secretary’s Agenda) and
  • A request from the Maryland Environmental Trust to ratify the donation of a perpetual conservation easement on 84.26 acres in Oakland (Scheig property on Lonesome Pines Drive) (Item 5A of the Department of Natural Resources’ Real Property Agenda).

Harford County

  • A request to enter into a grant agreement for a $500,000 grant to the Upper Chesapeake Medical Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Upper Chesapeake Aberdeen Medical Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 9 of the Department of General Services’ Office of State Procurement Agenda).

Howard County

  • A request to enter into grant agreements for grants totaling $100,000 to the Board of Directors of the Howard County Economic Development Authority for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Maryland Innovation Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 7 of the Department of General Services’ Office of State Procurement Agenda).

Kent County

  • A request from the Department of Natural Resources to commit a total of $342,000from the Program Open Space funding allocated to Kent County for the following projects:
    • Toal Park: $94,500 to design and construct a new restroom facility (Item 2A.1 of the Department of Natural Resources’ Real Property Agenda); and
    • Worton Park: $247,500 to resurface the existing basketball courts, as well as add new backboards, fencing and lighting (Item 2A.2 of the Department of Natural Resources’ Real Property Agenda).

Montgomery County

  • A request from the Department of Natural Resources to commit $10,465,821 in Program Open Space funding allocated to Montgomery County to acquire .93 acres of property to create the White Flint Civic Green in a rapidly developing urban core (Item 3A of the Department of Natural Resources’ Real Property Agenda); and
  • A request to enter into a grant agreement for a $150,000 grant to the Maryland-National Capital Park and Planning Commission for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the South Germantown Recreational Park, including site improvement to the park’s grounds, parking lots, and walkways. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 8 of the Department of General Services’ Office of State Procurement Agenda).

Queen Anne’s County

  • A request from the Maryland Department of the Environment for new grant funding up to $16,217,689 ($12,030,189 loan + $4187,500 Bay Restoration Fund Grant)to Queen Anne’s County for the Southern Kent Island Sanitary project – Phase 3. This is the third phase of a multi-phase project that entails the design and construction of a wastewater collection system to serve existing communities on the southern portion of Kent Island. The combination of high groundwater table and poor soil conditions has led to groundwater contamination from the existing septic systems in this waterfront community. The new facility will connect to the Kent Narrows-Stevensville-Grasonville Wastewater Treatment Plant. Phase 3 focuses on the Queen Anne Colony and Kentmorr subdivisions, which consist of approximately 334 residences and five non-residential connections (Item 10 of the Secretary’s Agenda); and
  • A request from the Department of Natural Resources to commit an additional $488,869.80 from the Program Open Space funding allocated to Queen Anne’s County to pave one mile of the South Island Trail, making it an approximately seven miles (Item 4A of the Department of Natural Resources’ Real Property Agenda).
