September 1 Board of Public Works Meeting: Here’s What Counties Need to Know

The Board of Public Works (BPW) — a three-member panel including Governor Larry Hogan, Comptroller Peter Franchot, and State Treasurer Nancy Kopp — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on September 1, 2021.

Allegany County

  • A request to enter into a grant agreement for a $15,000 grant to the Board of Directors of the Cumberland Historic Cemetery Organization, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of informational markers at multiple cemeteries in Allegany County. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda)

Anne Arundel County

  • A request to enter into a grant agreement for a $2,000,000 grant to Anne Arundel County Community Development Services, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, restoration, and capital equipping of infrastructure improvements for the Severn Intergenerational Center. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of Bello Machre, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bello Machre Community Training and Gathering Center. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda)

Baltimore City

  • A request to enter into a grant agreement for a $1,000,000 grant to the Friends of Patterson Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of community programming space and a volunteer support center, including connecting these facilities to the Friends of Patterson Park Headquarters. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into a grant agreement for a $50,000 grant to the Board of Directors of Drink at the Well, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a storefront for Hon’s Honey. There is no matching fund requirement for this grant (Item 15 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of the Parks and People Foundation, Inc. and the Board of Education of Baltimore City for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Hamilton Elementary/Middle School playground and schoolyard, including installation of playground equipment and improvements to the grounds. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda)
  • A request from the Maryland Department of Health to approve a $33,185 grant to My Father’s Heart, Inc. to assist with planning, design, construction, repair, renovation, reconstruction, and site improvement of its property, located at 4017 Bonner Road. The Grantee provides residential recovery services and support to adults with substance use disorder. The total project cost is $49,500 (Item 18 of the Department of General Services’ Office of State Procurement Agenda)
  • A request for approval to award a contract to upgrade and extend the main roadway system at Baltimore City Community College to increase vehicular access throughout the campus. The project also includes a new retaining wall, landscape improvements, and relocating some utilities (Item 5 of the Secretary’s Agenda)
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of the Itineris Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Itineris Foundation building. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into grant agreements for grants totaling $250,000 to Schreiber Brothers Development LLC for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the North Avenue Zero Energy Housing. There is no matching fund requirement for this grant (Item 10 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of the Kappa Alpha Psi Foundation of Metropolitan Baltimore, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Kappa Alpha Psi Youth and Community Center. There is no matching fund requirement for this grant (Item 17 of the Department of General Services’ Office of State Procurement Agenda)

Baltimore County

  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of the Islamic Society of Baltimore, MD, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Community Learning Center. There is no matching fund requirement for this grant (Item 14 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into a grant agreement for a $15,000 grant to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the baseball and softball programs, including new scoreboards, at Sparrows Point High School. There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda)

 Caroline County

  • A request from the Department of Natural Resources to commit $300,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Caroline County to refurbish the tennis and basketball courts, construct two regulation-sized baseball fields, expand and pave the parking lot, and purchase and install additional site amenities at Martin Sutton Park in Ridgely (Item 1A of the Department of Natural Resources’ Real Property Agenda)

Carroll County

  • A request to provide a $305,003.40 grant to Carroll County from Rural Legacy Funds to acquire an 82.82-acre conservation easement in the Upper Patapsco Rural Legacy Area (Judy property). Acquisition of this easement will protect productive agricultural and forest lands and 2,152 linear feet of forested stream buffers along unnamed tributaries to Gunpowder Falls and the Prettyboy Reservoir, which supplies the City of Baltimore with drinking water. Carroll County will hold the easement. Easement value: $5,108.55/acre (Item 7A of the Department of Natural Resources’ Real Property Agenda)

Cecil County

  • A request from the Maryland Department of the Environment for new grant funding up to $319,960 from the Bay Restoration Fund to the Maryland Environmental Service for the Elk Neck State Park Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade project. This action is for the design portion of the project.  The upgrade will significantly reduce nutrient discharge to Elk River and the Chesapeake Bay (Item 7 of the Secretary’s Agenda)

Charles County

  • A request from the Department of Natural Resources to commit a total of $3,000,000 from the Local Parks and Playgrounds Infrastructure Program allocated to Charles County to design and construct synthetic multipurpose athletic fields at $1,500,000 each at the following:
    • White Plains Regional Park (Item 2A.1 of the Department of Natural Resources’ Real Property Agenda)
    • Laurel Springs Regional Park (Item 2A.2 of the Department of Natural Resources’ Real Property Agenda)
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Trustees of the Corporation of the Roman Catholic Clergy for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of St. Ignatius Chapel Point and St. Thomas Manor. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda)

Frederick County

  • A request from the Department of Natural Resources to commit $5,138 from the Program Open Space funding allocated to Frederick County to install drain tile and add dirt and stone to help with water flow at the E. Eugene Myers Community Park disc golf course (Item 3A of the Department of Natural Resources’ Real Property Agenda)
  • A request to enter into a grant agreement for a $500,000 grant to the Mayor and City Commissioners of Brunswick for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the New Emergency Operations Center. There is no matching fund requirement for this grant (Item 9 of the Department of General Services’ Office of State Procurement Agenda)

Harford County

Montgomery County

  • A request to enter into a grant agreement for a $50,000 grant to the Board of Directors of A Wider Circle, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the A Wider Circle Community Services Center. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda)
  • A request to enter into a grant agreement for a $525,000 grant to the County Executive and County Council of Montgomery County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Avery Road Treatment Center. There is no matching fund requirement for this grant (Item 11 of the Department of General Services’ Office of State Procurement Agenda)
  • A request from the Department of Natural Resources to commit $769,450 in Program Open Space funding allocated to Montgomery County to acquire 2.75 acres (Yinger Property) to add to Reddy Branch Stream Valley Park (Item 4A of the Department of Natural Resources’ Real Property Agenda)

Queen Anne’s County

  • A request from the Department of Natural Resources to commit $1,000,000 from the Local Parks and Playgrounds Infrastructure program funding allocated to Queen Anne’s County to purchase and install athletic field lighting systems for 4 multi-purpose fields at White Marsh Park (Item 5A of the Department of Natural Resources’ Real Property Agenda)

Talbot County

  • A Maryland Department of the Environment request for new grant funding up to $104,166 to the Easton Utilities Commission for the North Fork Tanyard Branch Stream Bank Restoration and Stabilization project. This project will rebuild and create in-stream structures to protect critical infrastructure from failure due to flooding, bank erosion, and stream incision (Item 8 of the Secretary’s Agenda)

Washington County

  • A request to enter into a grant agreement for a $2,500,000 grant to the Board of County Commissioners of Washington County for the planning, design, construction, site improvement, and capital equipping of the renovation and expansion of the Maryland Theatre and the Barbara Ingram School for the Arts (Urban Educational Campus) and the University System of Maryland at Hagerstown. There is no matching fund requirement for this grant (Item 16 of the Department of General Services’ Office of State Procurement Agenda)

Worcester County

  • A request to provide a $164,177.25 grant to Worcester County from Rural Legacy Funds to acquire an 81.60-acre conservation easement in the Coastal Bays Rural Legacy Area (Porter Mill Properties II – Dickerson Farm property). Acquisition of this easement will protect productive crops and forested lands that contribute to the local agricultural economy. The property is within the Coastal Bays watershed and in a region rich in natural resources. The County Commissioners of Worcester County will hold the easement. Easement value: $1,850.49/acre (Item 6A of the Department of Natural Resources’ Real Property Agenda)
