According to the Baltimore Sun, Maryland is prosecuting its fewest environmental crimes in at least two decades.

. . . state environment Secretary Ben Grumbles said his department has put an emphasis on a cooperative approach to compliance, working with polluters to correct problems before prosecuting them.
