Les Knapp, MACo Legal and Policy Counsel, testified to the House Environment and Transportation Committee in opposition to HB 995, Lawn Care Pesticides- Child Care Centers, Schools and Recreation Facilities- Prohibition on March 13, 2015. This bill creates restrictions on the ability of parks and recreation departments to properly manage parklands, athletic fields, golf courses and ornamental gardens under their control. Specifically, by implementing a comprehensive plan with instructions for pesticides, which limits the public access after application.
