The Maryland State Board of Education recently approved the Maryland Teacher Staffing Report, 2012-2014. The report projects teacher shortages in twenty jurisdictions in Maryland. This projection provides the basis for state scholarship programs such as the Sharon Christa McAuliffe Memorial Teacher Education Awards. A declaration of a shortage is also one part of the criteria that allows local school systems to avoid salary caps on re-hiring retired teachers to work in certain types of schools.
This year, the local school systems named as geographic areas of shortage have changed slightly, with three school systems being dropped and four systems asking to be added.
The Maryland State Board of Education declares the following twenty Maryland jurisdictions as geographic areas of projected shortage of certified teachers in 2012-2014:

- Carroll County
- Cecil County
- Charles County
- Dorchester County
- Frederick County
- Harford County
- Howard County
- Kent County
- Montgomery County

- St. Mary’s County
- Somerset County
- Washington County
- Wicomico County
