MOE Appears Done, Pension Shift Among Final Missing Pieces

As the House Appropriations Committee convened its decision meetings Friday night, they rearranged their schedule multiple times, and conducted their voting session on SB 848, the maintenance of effort legislation, despite announcements earlier in the day that the topic would be deferred until Monday. With both the Appropriations and Ways and Means Committees voting to approve the exact version of SB 848 that had been previously passed by the Senate, the strong indications are that the matter is resolved.

Monday afternoon’s decisions will include the major revenue package expected to be part of the House fiscal plan, plus an anticipated shift of hundreds of millions in pension costs from the state to its county governments. While specifics remain elusive, all observers expect both new revenues and a pension shift to be part of the House plan this week.
