At its July 26th meeting, the Senate Budget and Taxation Committee heard presentations from both the fiscal staff and outside stakeholders, including MACo, on current issues with Maintenance of Effort (MoE) for school funding. As previously reported on Conduit Street, the Department of Legislative Services had recently provided a letter to a range of legislators covering these issues broadly.
This week’s staff presentation included an overview of the same range of issues, a look at school funding in recent years, and a summary of the policy issues decided and raised by the State Board of Education. MACo Executive Director Michael Sanderson offered oral comments at the briefing, and submitted written comments in response to the DLS letter from the week before.
As is usual for interim issue briefings, the Committee did not take any specific action on the matters. Any legislation relevant to MoE would have to be introduced during the next session of the General Assembly.
