Political columnist and commentator Blair Lee included the denial of county maintenance of effort (MOE) waivers in his 2009’s Best and Worst:  Part I column in The Gazette.   Referencing the State Board of Education’s denial of MOE waiver requests by Montgomery, Prince George’s and Wicomico counties under “Worst Moves”, Mr. Blair noted:
