MACo Offers Views on MOE Options

At the recent November 19 meeting of the Joint Legislative Work Group To Study State, County, and Municipal Fiscal Relationships, the Work Group focused extensively on a list of staff-generated “options” to alter the process for waiving maintenance of effort. MACo has adopted MOE waiver reform as one of its legislative initiatives for the 2010 session, and has responded to the working document with a series of county perspectives, submitted today to the Work Group Staff.

Excerpted from MACo’s letter of submission is this overriding thesis:

Overall, MACo believes that the ideally refined process for waivers from maintenance of effort would be two-tiered:  a “legislative” waiver, perhaps with reasonable limitations in its amount, triggered solely by certain measurable indicators; and a “procedural” waiver granted by the State Board of Education, with added statutory guidance to the factors to be considered.

The Joint Work Group holds its next meeting (expected to be its last before the next legislative session begins) on December 10.
