At the November 5th meeting, the Department of Legislative Services (DLS) provided an overview of the maintenance of effort requirements for education and the Workgroup heard from the Maryland Association of Boards of Education (MABE) and the Public School Superintendents Association of Maryland (PSSAM). Both organizations offered their support of the current State Board adjudicated waiver process understanding the denial of each of the three waiver requests by the State Board has prompted discussion and legislative proposals for reform. Both organizations also expressed that a waiver should be granted based on specific county criteria, not statewide standards.
