A new state framework outlines priorities for responsible AI development, workforce training, and protections for residents.
Governor Wes Moore announced a new AI framework focused on three priorities: protecting residents from emerging AI-related risks, preparing workers for changes brought by the technology, and keeping children safe.
The framework calls for potential regulations on frontier AI companies, including safety testing, independent evaluations, worker protections, whistleblower protections, public reporting, and incident reporting. It also directs state agencies to clarify how existing civil rights, consumer protection, housing, and employment laws apply to AI-driven decisions.

With the speed with which AI is moving, Marylanders deserve guardrails that safeguard their rights, privacy, and dignity, said Governor Wes Moore.
On workforce issues, the administration plans to engage labor, business, and higher education stakeholders on how AI is changing jobs and skills. The framework also emphasizes continued investment in reskilling, upskilling, registered apprenticeships, and education-to-career pathways. The framework also addresses AI use in schools, including proposed safeguards for student-facing AI tools, classroom protocols, and model K-12 lessons to help students understand and safely use AI.
The initiative builds on Maryland’s existing AI policies and legislation, including the State’s 2024 AI executive order, the Artificial Intelligence Governance Act, and recent laws addressing deepfakes, AI impersonation, insurance decisions, and online child safety. The administration also highlighted a partnership with RAISE US and the $4 million investment to expand AI-related workforce training and cybersecurity initiatives.
