From Pipeline to Paycheck: Aligning Workforce and Economic Growth at #MACoCon

As industries change, counties are adapting workforce strategies to better meet the needs of both residents and employers.

A strong workforce is one of a county’s greatest economic assets, but building it requires more than attracting new employers. It depends on ensuring residents have clear, accessible pathways to quality careers while employers have access to the skilled talent they need to grow. As industries evolve and labor market demands shift, counties are increasingly working with schools, higher education institutions, workforce development boards, and the private sector to better align education, training, and employment opportunities. Whether through career and technical education, apprenticeships, internships, or other work-based learning models, local governments are helping create talent pipelines that support both business competitiveness and long-term community prosperity.

Description: Maryland has a highly talented workforce, yet many counties still face gaps between available talent and the needs of their growth sectors. As economic needs evolve differently across urban, suburban, and rural communities, success depends on better aligning education, training, and employer demand, while also creating stronger pathways for local talent to enter and remain in the workforce. This session will explore how counties can build a more connected and resilient workforce system, from early exposure in high school and college to career entry through apprenticeships and other “earn-and-learn” models. Panelists will highlight strategies to better connect students and job seekers with real opportunities, ensuring that talent pipelines are not only developed but also retained locally. Through examples and cross-sector perspectives, attendees will gain insight into how employer-driven approaches, innovative partnerships, and scalable workforce models can strengthen both economic growth and community stability.
