Bipartisan Bill Would Study AI’s Impact on Older Adults

As artificial intelligence becomes increasingly woven into daily life, a bipartisan group of US senators is seeking to better understand how these technologies are affecting older Americans.

In a recent press release, US Senators Mark Kelly (D-Ariz.), Rick Scott (R-Fla.), and Roger Marshall (R-Kan.) have introduced the Aging with Artificial Intelligence Act, legislation that would direct federal research into how AI tools, including chatbots and voice assistants, are shaping the lives of older adults.

The proposal recognizes both the promise and the potential pitfalls of AI. While AI-powered tools can help older adults access information, support caregivers, manage health needs, and remain independent longer, lawmakers also want to better understand risks such as scams and fraud, misleading health or financial advice, social isolation, overreliance on AI, and manipulation by systems designed to mimic human interaction.

Under the bill, the federal government would:

  • Direct the National Academies to study how older adults use AI-enabled systems in their daily lives
  • Examine the potential benefits of AI for aging in place, caregiving, and access to services and information
  • Assess potential risks, including fraud, misinformation, and other adverse outcomes
  • Expand research through the National Institute on Aging while providing Congress with ongoing reports on findings, emerging trends, and future research needs

The legislation has garnered support from a broad coalition of organizations, including the American Medical Association, American Psychological Association, AARP, the National Council on Aging, the Mental Health AI Policy Project, and the Alliance for Secure AI.
