Baltimore County Unveils $5B Budget Focused on Public Safety, Schools, and Affordability

Baltimore County has released its proposed $5 billion Fiscal Year 2027 budget, outlining a spending plan centered on public safety, education, infrastructure, and cost-of-living pressures, all without raising taxes.

The proposal reflects an effort to balance continued investment in core services with maintaining the county’s strong financial standing, including its Triple-A bond rating.

Core Priorities:

The FY2027 proposal directs funding toward several areas that residents are most likely to see directly, including:

  • public safety and emergency response
  • K–12 education and workforce development
  • transportation and infrastructure
  • housing, libraries, and community services

Taken together, the budget reflects a focus on maintaining day-to-day service delivery while continuing longer-term investments across the county. Below are some of the key allocations.


Key Public Safety Investments

  • $9 million for a new Police Support Operations Division facility
  • funding for a new Wilkens Avenue police precinct
  • $800,000 to support volunteer fire companies
  • additional investment in road safety improvements

The budget also includes funding to expand fire department leadership capacity through additional battalion chief positions — a move aimed at improving on-scene command and response coordination.


Education and Workforce Investments

  • $34.7 million in additional funding for Baltimore County Public Schools (exceeding state-required levels)
  • restoration of teaching positions at elementary schools
  • additional support for special education services

The county is also directing funding to the Community College of Baltimore County to help avoid tuition increases and support workforce training programs.


Economic Growth and Infrastructure Investments

  • continued support for workforce development initiatives
