At the MACo Summer Conference, fiscal issues took center stage as Comptroller Brooke Lierman joined county leaders for a wide-ranging discussion on Maryland’s budget outlook and its impact on local governments.
MACo Executive Director Michael Sanderson moderated the session, guiding a conversation that covered revenue projections, federal uncertainty, and long-term budget obligations.
Comptroller Lierman described her office’s role not only in collecting revenues but also in serving as a fiscal watchdog, projecting future revenues, and tracking the economic trends shaping Maryland’s outlook.
Madame Comptroller explained how revenue volatility, structural budget gaps, and shifts in federal policy are shaping Maryland’s fiscal outlook. While the spring budget plan provided stability for the very near term, structural challenges remain, and no state is more vulnerable than Maryland to federal actions on agency budgets and programs.
Comptroller Lierman also discussed demographic and economic trends, including migration patterns and their effect on Maryland’s workforce and economy.
She emphasized affordability as a central concern, pointing to the State’s shortage of attainable housing units and the pressure it places on counties and residents alike.
The Comptroller highlighted her office’s work on short-term rental compliance. Her team is scraping publicly available data from rental platforms to identify unreported income and ensure taxes are properly collected.
The effort follows new legislation centralizing the collection of short-term rental taxes and aims to bolster compliance and deliver more reliable revenues for the State and counties.
The session gave county officials a clear picture of Maryland’s fiscal position and emphasized the importance of strong State-county partnerships in managing the challenges ahead.
