With a projected shortfall in funding, policy leaders are calling for innovative and sustainable solutions across all modes of transport. This panel will kick off the conversation on planning, funding, and building the next generation of infrastructure that will propel Maryland into a successful future.
The Honorable Courtney Watson, MD House of Delegates led the conversation and moderated an informative Q&A at the Moving Maryland: Updates and Strategies in County Transportation general session at the 2024 MACo Winter Conference.

Panel speakers included:
- Sean Winkler, Maryland Dept. of Transportation
- Jason Stitt, P.E., Public Works Division Director, Frederick County
- Joe Siemek, PE, Director of Public Works, Harford Count
Sean Winkler focused on the critical importance of federal and state programs in county transportation strategies, including highlighting several opportunities for counties to receive new funds towards projects and programming.
Jason Stitt & Joe Siemek brought their county perspectives and the challenges in building out meaningful and efficient county transit infrastructure. Stitt mainly focused on how cuts in state funding mean less efficient operations and a negative impact on mutual constituents. Siemek discussed how Harford was using multiple modes of transportation in networks, and how they were converting former transportation assets to fit modern needs.
