The Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.
The BPW considered and approved the following requests and recommendations at its meeting on March 13, 2024:
Allegany County
- A request from the Secretary of Natural Resources to approve naming the Perimeter Trail at Dan’s Mountain State Park the Lonacona Loop Trail, to honor an American Indian, Lonacona, who lived and adventured alongside Daniel Cresap on the mountain known as Dan’s Mountain (Item 8 of the Secretary’s Agenda);
- A request from the Department of Natural Resources to commit $184,718.70 from the Program Open Space funding allocated to Allegany County to construct football goal posts, a storage building, bleachers and parking at the Willowbrook Outdoor Wellness Center (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of the Allegany Museum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Allegany Museum. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 8 of the Department of General Services’ Office of State Procurement Agenda); and
- A request from the Department of Natural Resources to commit $753,086.00 from the Local Parks and Playgrounds Infrastructure (LPPI) funding to construct an ADA kinetic park, outdoor classroom, walking trails and stormwater management at the Willowbrook Outdoor Wellness Center. LPPI funds are leveraged through the Department’s partnership with the National Park Service through the Land and Water Conservation Fund (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda).
Anne Arundel County
- A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of the Cedar and Morris Hill Improvement Association, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Cedar and Morris Hill Community Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 11 of the Department of General Services’ Office of State Procurement Agenda); and
- A recommendation from the Department of Natural Resources (DNR) to approve acceptance of a donation in fee simple of 293 +/- acres known as Holly Beach Farm from the Chesapeake Bay Foundation and payment of nominal consideration of $1.00. Additionally, approve DNR razing certain structures that would not be part of the management plan for the Maryland Park Service and approve an exemption from certain contract and appraisal requirements. Holly Beach Farm is a peninsula with substantial frontage on the Chesapeake Bay. The property consists of forested areas, open fields, wetlands, and beaches along the Bay. The property will be managed by the Maryland Park Service as part of Sandy Point State Park and includes a structure that can be used as a Ranger Station with operational housing. Acquisition will expand opportunities for water access and nature-based recreation consistent with the unique features of this property (Item 8A of the Department of Natural Resources’ Real Property Agenda).
Baltimore City
- A request from the Department of Natural Resources to commit $1,150,000 from the Program Open Space funding allocated to Baltimore City to renovate the baseball fields including design and construction, grading, concrete, storm water management, landscaping and associated site amenities at Patterson Park (Item 2A of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $650,000 grant to the Friends of Patterson Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of community programming space and a volunteer support center, including connecting these facilities to the Friends of Patterson Park Headquarters. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 16 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of Wide Angle Youth Media, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Wide Angle Youth Media property. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 20 of the Department of General Services’ Office of State Procurement Agenda); and

A request to grant consent to the Copping Heights Community Development Corporation to transfer through property sale, the properties at 2798, 2910 and 2922 West North Avenue, Baltimore, and forgive the Grantee repayment of the original grant funds. The capital project grant funds that were approved by BPW in 2022 were used to rehab these properties to address the housing challenge in the Coppin Heights community adjacent to the Coppin State University campus. The renovated properties will be sold at market rates to resident homeowners. The Grantee will be using the proceeds from the sale of the properties to fund the ongoing development in the West North Avenue target corridor between the 2700 and 2900 blocks of West North Avenue in Baltimore as a continuation of the Coppin Heights West North Avenue Revitalization Project goals to revitalize the Coppin Heights community with resident family homeowners (Item 49 of the Department of General Services’ Office of State Procurement Agenda).
Baltimore County
- A request to enter into a grant agreement for a $300,000 grant to the Board of Directors of Junior Achievement of Central Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of f infrastructure improvements to Junior Achievement of Central Maryland facilities located in Halethorpe. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 9 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $2,250,000 from the Local Parks and Playgrounds Infrastructure funding to construct fencing, a scoreboard, bleachers, an additional field, stormwater management, and associated site amenities at Cloverland Park (Item 3A.3 of the Department of Natural Resources’ Real Property Agenda); and
- A request from the Department of Natural Resources to commit $450,000 from the Program Open Space funding allocated to Baltimore County to purchase and install LED athletic field lighting at Linover Park to extend park and field usage (Item 3A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $100,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Linover Park. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 1 of the Department of General Services’ Office of State Procurement Agenda); and
- A request from the Department of Natural Resources to commit $1,750,000 from the Local Parks and Playgrounds Infrastructure program to plan, design, and construct multiple enhancements at the recently acquired 3.73- acre Bedford Road Park site. Future park components may include walking paths, open space with a pollinator garden, and playground and safety surfacing (Item 3A.2 of the Department of Natural Resources’ Real Property Agenda).
Carroll County
- A request from the Department of Natural Resources to commit $170,000 from the Program Open Space funding allocated to Carroll County to install new LED athletic field lighting, concrete sidewalks, bleacher pads, bleachers, and associated site amenities at Cape Horn Park (Item 4A of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $75,000 grant to the Carroll County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new playground. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 6 of the Department of General Services’ Office of State Procurement Agenda); and
- A recommendation from the Department of General Services to grant a one-year extension to the County from the automatic termination of $1,650,000 in capital grant funds for the Carroll County Public Safety Training Center. The Grantee may not meet the seven-year deadline before the authorization terminates because the project has been delayed (Item 21.2 of the Department of General Services’ Office of State Procurement Agenda).
Charles County
- A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of the United States Bomb Technician Association (USTBA) Corp. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the USTBA’s Technology Training Campus at the Maryland Technology Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 4 of the Department of General Services’ Office of State Procurement Agenda).
Frederick County
- A request from the Department of Natural Resources to commit $28,442 from the Program Open Space funding allocated to Frederick County to purchase and install safety borders for two playgrounds, construct paths, and install signage at Metzger Park (Item 5A of the Department of Natural Resources’ Real Property Agenda).
Garrett County
- A request from the Department of Natural Resources to commit $9,000 from the Program Open Space funding allocated to Garrett County for additional funding to resurface the existing parking lot and construct an accessible fishing pier with wheelchair bays, ramps and low-level rails at the Piney Reservoir Fishing Pier (Item 6A of the Department of Natural Resources’ Real Property Agenda).
Harford County
- A request from the Maryland Stadium Authority for approval of the Memorandum of Agreement between the Maryland Stadium Authority and the City of Aberdeen in order to access the Series 2023B revenue bond proceeds in order to finance the completion of preliminary design services for improvements to Leidos Field at Ripken Stadium (Item 15 of the Secretary’s Agenda); and
- A request to encumber funds for a $5,915,000 grant to Harford Community College (HCC) for a renovation/expansion project at the Chesapeake Center Building. The project will create a Chesapeake Welcome Center that will serve as a “front door” to both HCC and Harford County. It will also include a modern performing arts center, expanded conference space, a visitor center, a food service facility, and comprehensive enrollment services. The project will upgrade or replace systemic infrastructure; correct ADA and other code deficiencies; incorporate energy efficient design concepts; and address other functional deficiencies, design inadequacies, and life safety issues (Item 23 of the Department of General Services’ Office of State Procurement Agenda).
Howard County
- A request to enter into a grant agreement for a $750,000 grant to the County Executive and County Council of Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of flood mitigation projects in Ellicott City. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2018 Capital Budget (Item 13 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $12,000,000 grant to the County Executive and County Council of Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Extended North Tunnel for stormwater management. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 19 of the Department of General Services’ Office of State Procurement Agenda).
- A request to enter into a grant agreement for a $5,000,000 grant to the County Executive and County Council of Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new library complex. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 5 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of Humanim, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of new zero energy affordable housing. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 10 of the Department of General Services’ Office of State Procurement Agenda); and

A request to enter into grant agreements for grants totaling $125,000 to the Board of Trustees of Phillips Programs Incorporated A/K/A Phillips Programs for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the PHILLIPS School-Laurel. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 14 of the Department of General Services’ Office of State Procurement Agenda).
Montgomery County
- A request to enter into a grant agreement for a $175,000 grant to the Board of Directors of Easter Seals Serving DC/MD/VA, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Easter Seals Intergenerational Center (IGC). There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
- A recommendation from the Department of General Services to grant a one-year extension to the Board of Directors of the Korean Community Center of Greater Washington, Inc. from the automatic termination of $100,000 in capital grant funds for the Korean Community Service Center. The Grantee did not meet the seven-year deadline before the authorization terminated because the project has been delayed. The Grantee has begun construction on the project (Item 21.1 of the Department of General Services’ Office of State Procurement Agenda).
Prince George’s County
- A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of St. Matthews Housing Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Alpha and Beta Houses. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 18 of the Department of General Services’ Office of State Procurement Agenda);
- A request to encumber funds for a $17,476,000 grant to Prince George’s Community College to renovate Marlboro Hall and construct an addition to create a 135,000 NASF facility. The renovated and expanded building will create new spaces for instruction and academic support, including classrooms, laboratories, offices, tutoring spaces, study halls, department libraries, work rooms, and meeting rooms (Item 24 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $500,000 grant to the Kettering Community Association for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Kettering Community Center, including bridge repair and replacement, door and wndow replacement, and other general repairs. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 49 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $8,000,000 grant to the Governing Board of Kingdom Global Community Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Kingdom Cares Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 2 of the Department of General Services’ Office of State Procurement Agenda); and
- A request from the Maryland Department of Health to approve a $624,951 grant to Community Clinic, Inc. d/b/a CCI Health Services to assist with the planning and renovation of a 47,838 square foot building a property located at 7615 Ora Glen Drive, Greenbelt. The Grantee provides affordable, patient and family centered health care for individual and community wellness. This project will allow for a state-of-the-art facility for community members to receive medical, dental, and expanded behavioral health care (Item 22 of the Department of General Services’ Office of State Procurement Agenda).
St. Mary’s County
- A request to provide a $390,989.38 grant to Southern Maryland Resource Conservation and Development Board from Rural Legacy Funds for the acquisition of a 159-acre conservation easement in the Mattapany Rural Legacy Area (Booth property). Acquisition of this easement will protect valuable agricultural and forest lands. The property includes approximately 4,434 linear feet of riparian buffers along St. Mary’s River and unnamed tributaries to St. Georges Creek. The easement will be co-held by the United States of America and the Grantee. St. Mary’s County and the U.S. Department of the Navy are contributing toward the purchase price of the easement. Easement value: $5,565.00/acre (Item 10A of the Department of Natural Resources’ Real Property Agenda).
Washington County
- A request to provide a $1,057,887.50 grant to Washington County from Rural Legacy Funds for the acquisition of a 267.14-acre conservation easement in the Mid-Maryland Washington Rural Legacy Area(Layman-Shapiro Property). Acquisition of this easement will protect valuable agricultural lands and woodlands as well as protect 2,750 linear feet of forested stream buffer along the Potomac River. The easement will be held by Washington County. Easement value: $5,237.45/acre (Item 9A of the Department of Natural Resources’ Real Property Agenda).
