MACo Seeks Clarification on Enforcement Mechanism of Education Audits Bill

On February 14, 2024, Associate Policy Director Brianna January submitted written testimony to the House Ways and Means Committee in support of HB 760- County Boards of Education- Annual Financial Audits- Alterations with amendments. This bill requires county boards of education to address repeat findings and recommendations presented in financial and other audits from various oversight authorities.

MACo is seeking an amendment to clarify the process and procedures should a school system fail to address repeat findings as required under the bill.

From MACo Testimony:

The usual backstop for the audit process is the budget process; however, because state funding comes via formula and county funding comes via mandate, that element of accountability is largely lacking for these kinds of audits. As such, counties seek an amendment to add some follow-through mechanism should a school system fail to correct findings from the audit process, as required under HB 760.

HB 760 was heard in the opposite chamber, the Senate’s Education, Energy, and the Environment Committee, on March 20. MACo submitted testimony in support of this bill with amendments.
