The Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.
The BPW considered and approved the following requests and recommendations at its meeting on October 4, 2023:
Allegany County
- A request from the Department of Natural Resources to commit $64,581.18 from Local Parks and Playgrounds Infrastructure funding to construct improvements at Ellerslie Community Park related to the tennis court, benches, the pavilion, fencing, picnic area, ballfields, and batting cages (Item 1A of the Department of Natural Resources’ Real Property Agenda).
Anne Arundel County
- A request to enter into a grant agreement for a $250,000 grant to the Board of Trustees of the Chesapeake Bay Trust, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to the Chesapeake Bay Trust campus. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of the Langton Green, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Langton Green Community Farm facilities, including walkways, grounds and landscaping. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda).
Baltimore City
- A request to enter into grant agreements for grants totaling $450,000 to the Board of Directors of the Pride of Baltimore, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Pride of Baltimore II. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda).
Baltimore County
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Trustees of Franklin Square Hospital, Inc. d.b.a. MedStar Franklin for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping infrastructure improvements at MedStar Franklin Hospital center, including a labor and delivery unit. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda);
- a request to enter into grant agreements for grants totaling $60,000 to the Board of Directors of Music City Maryland Association, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Music City Maryland Amphitheater. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to acquire 21.465 acres of wooded waterfront property for the new Sparrows Point Park. The two parcels, which were originally part of the former Bethlehem Steel Plant, have been donated to Baltimore County by TPA Properties 37, LLC. The County is using 75% of the appraised value of the donated land toward the required county matching share on the development project. In exchange, the County will place the property under the Program Open Space Local covenant which requires it remain in public recreation and open space use in perpetuity (Item 8A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $4,000,000 from the Program Open Space funding allocated to Baltimore County for construction of the new 21.465-acre Sparrows Point Park. The project includes construction of access roads and parking lots, a 16,000-square foot recreation center, a multisport synthetic turf surface athletic field, paved walking paths, a pier with kayak and canoe launch, picnic areas and associated site amenities. The project also includes playground equipment and safety surfacing consistent with National Playground Safety Standards and the Americans with Disabilities Act (Item 8A.2 of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into grant agreements for grants totaling $200,000 to the Baltimore Beauty and Barber School for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the School. There is no matching fund requirement for this grant (Item 11 of the Department of General Services’ Office of State Procurement Agenda).
Carroll County
- A request from the Department of Natural Resources to commit $247,000 from the Program Open Space funding allocated to Carroll County to construct a memorial garden at Veterans Memorial Park (Item 2A.1 of the Department of Natural Resources’ Real Property Agenda); and
- A request from the Department of Natural Resources to commit $86,450 in funding from the Community Parks and Playground Program to purchase and install new tot lot playground equipment and safety surfacing at the Union Bridge Community Center (Item 2A.2 of the Department of Natural Resources’ Real Property Agenda).
Frederick County
- A request from the Department of Natural Resources to grant $357,269.99 of Program Open Space stateside funds to Frederick County for the acquisition of a 55.32-acre Conservation Reserve Enhancement Program (CREP) easement (Reaver property). Acquisition of this CREP easement permanently protects water quality by retaining forested and vegetative buffers in the vicinity of Stony Branch and along Motters Run in the Tom’s Creek watershed, which is a tributary to the Monocacy River. As part of the transaction, the landowner will be donating 2.19 acres of the property into the easement for 57.51 acres of total protection. The easement will be held by both Frederick County and the Maryland Department of Natural Resources (Item 6A of the Department of Natural Resources’ Real Property Agenda); and
Howard County
- A request to enter into grant agreements for grants totaling $600,000 to the Board of Trustees of Directors of Grassroots Crisis Intervention Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new Outpatient Mental Health Clinic. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda).
Montgomery County
- A request from the Department of Natural Resources to commit $180,000 in funding from the Community Parks and Playground Program to expand the existing skatepark at Dillingham Park (Item 3A of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of the Fairfax Community Church of God for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Clarksburg Yard Property. There is no matching fund requirement for this grant (Item 9 of the Department of General Services’ Office of State Procurement Agenda).
Prince George’s County
- A request to enter into a grant agreement for a $2,500,000 grant to the Mayor and City Council of the City of Laurel for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the City of Laurel Multi-Service Center. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $240,000 grant to the Board of Directors of The Mission of Love Charities for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Mission of Love Charities. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Maryland Stadium Authority for approval to award a design-build contract for the Wayne K. Curry Civic Plaza project (Item 19 of the Secretary’s Agenda);
- a request from the Department of Natural Resources to commit $750,000 from the Program Open Space funding allocated to Prince George’s County to purchase and install new playground equipment and safety surfacing at Cosca Regional Park (Item 4a of the Department of Natural Resources’ Real Property Agenda);
- A request from the Maryland Stadium Authority for approval to award a design build contract for the Prince George’s Stadium Improvements project in Bowie (Item 18 of the Secretary’s Agenda); and

A request to enter into a grant agreement for a $200,000 grant to the Executive Committee of the Disney-Bell Post No. 66 American Legion Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Disney-Bell American Legion Post No. 66 property. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda).
Queen Anne’s County
- A request from the Department of Aging to approve an $800,000 grant to Queen Anne’s County to be used to support the construction of a county Family YMCA and Senior Center. This partnership with the YMCA of the Chesapeake will allow for a senior center to once again operate in a centrally located region of the County. Older adults will have access to nutrition and senior activity programs as well as other health promotion services. The shared community facility will also encourage the opportunity for older adults to socialize with community members of all ages (Item 1 of the Secretary’s Agenda).
Washington County
- A request from the Maryland Stadium Authority to sell the subdivided Herald Mail Building Property and reinvest the sale proceeds into the Hagerstown Multi-Use Sports and Events Facility (Item 16 of the Secretary’s Agenda);
- A request from the Department of Natural Resources to commit a total of $286,099 from Program Open Space funding allocated to Washington County for the following projects:
- Poplar Street Park (Funkstown): $202,500 to build a pavilion, pave the parking area and access roads, add new sidewalks, upgrade the electrical system, and make improvements to the picnic area (Item 5A.1 of the Department of Natural Resources’ Real Property Agenda); and
- Veterans Park (Smithsburg): $83,599 to construct concrete pathways from the gazebo area to the parking lot and install pole lights (Item 5A.2 of the Department of Natural Resources’ Real Property Agenda).
Wicomico County
- A request from the Maryland Stadium Authority for approval to award the design-build contract for the Arthur Perdue Stadium Improvements project (Item 17 of the Secretary’s Agenda).
