The Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.
The BPW considered and approved the following requests and recommendations at its meeting on June 21, 2023:
Allegany County
- A request from the Department of Natural Resources to commit $193,500 from the Program Open Space funding allocated to Allegany County to construct a new park dedicated to coal miners in Frostburg (Item 1A of the Department of Natural Resources’ Real Property Agenda).
Anne Arundel County
- A request from the Maryland State Library Agency to approve a $200,000 grant under its County Library Capital Project Grant Program to construct a new modern 33,068 SF Glen Burnie Library and a 7,700 SF Archeology and Cultural Resources facility (Item 12.1 of the Secretary’s Agenda).
Baltimore City
- A request from the Department of Aging to approve an additional $300,000 grant to Baltimore City to be used to support the Harford Senior Center (4920 Harford Road) renovation project. Additional funding for this project will allow the City to address major safety concerns posed by the over 60-year-old facility’s deteriorating condition. The building has never been renovated to serve as a senior center. This renovation will include improved accessibility, a new roof and drainage system, upgraded heating/cooling systems, upgraded restrooms, and reconfiguration of interior spaces and lighting. The modernized senior center will provide the over 55,000 older adults living in the area with a more appealing, open center design (Item 1 of the Secretary’s Agenda).
Baltimore County
- A request from the Maryland State Library Agency to approve a $2,401,000 grant in additional funding under its County Library Capital Project Grant Program to renovate the Catonsville Library. BPW previously approved a $1,100,000 grant at the June 19, 2019, meeting (Item 12.2 of the Secretary’s Agenda); and
- A request to enter into a grant agreement for a $25,000 grant to the Board of Trustees of the Sheppard Pratt Health System, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Mann Residential Treatment Center. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda).
Calvert County
- A request from the Maryland State Library Agency to approve funding under its County Library Capital Project Grant Program for the following projects in your District 27B:
- Twin Beaches Library – Construction of a new 18,181 SGF two-story facility to replace the existing Calvert Library Twin Beaches branch. The new facility will expand programming, provide adequate parking and be an accessible and comfortable 21st century library. BPW previously approved a $2,500,000 grant for this project on June 8, 2022.
- $287,000 grant (Item 12.3 of the Secretary’s Agenda);
- $567,000 grant for supplemental funding (Item 12.4 of the Secretary’s Agenda); and
- Baden Library – $519,000 grant in supplemental funding to renovate the 4,910 SF former Baden Health Center into public library space for the Baden Branch. This project will replace the windows, doors, roof and HVAC system as well as build out the interior with public space. BPW previously approved a $1,549,000 grant for this project on June 8, 2022 (Item 12.9 of the Secretary’s Agenda).

Caroline County
- A request from the Maryland State Library Agency to approve a $467,000 grant under its County Library Capital Project Grant Program to renovate the Denton (Central) Library. This project will replace the elevator and the roof and add 4,547 SF to the original building (Item 12.5 of the Secretary’s Agenda); and
- A request from the Department of Natural Resources to commit an additional $50,000 from the Local Parks and Playgrounds Infrastructure funding to install a paved multi-sport court surface at Marydel Community Park (Item 2A of the Department of Natural Resources’ Real Property Agenda).
Cecil County
- A request from the Department of Natural Resources to commit $67,500 from the Program Open Space funding allocated to Cecil County to add new perimeter fencing, netting, pitcher’s mound, bases, sand and infield mix, scoreboard, benches, as well as replace the plumbing at Johnies Baseball Field (Item 3A of the Department of Natural Resources’ Real Property Agenda);
- A request from the Maryland Department of the Environment for new grant funding up to $34,908 from the Bay Restoration Fund to the Town of Cecilton for its Wastewater Treatment Plant (WWTP) Enhanced Nutrient Renewal (ENR) project. Upon completion of the upgrade, the plant will achieve reduction of 84% Total Nitrogen and 93% reduction in Total Phosphorous. This will reduce nutrients discharged to Black Duck Creek which flows into the Chesapeake Bay. This Agenda Item is for the planning phase (Item 6 of the Secretary’s Agenda); and
- A request from the Maryland Department of the Environment for new grant funding up to $7,818,427from the Bay Restoration Fund to Maryland Environmental Service for the Elk Neck State Park WWTP ENR Upgrade project. Upon completion of the upgrade, this WWTP will significantly reduce the nutrient discharge to Elk River and the Chesapeake Bay. This Agenda Item is for the construction phase of the project (Item 7 of the Secretary’s Agenda).
Frederick County
- A request from the Maryland State Library Agency to approve a $563,000 grant under its County Library Capital Project Grant Program for additional funding to construct a new 15,426 GSF library facility in Middletown. The Board previously approved a $1,000,000 grant for the same project (Item 12.6 of the Secretary’s Agenda).
Garrett County
- A request from the Maryland State Library Agency to approve a $513,000 grant under its County Library Capital Project Grant Program to construct a new 4,500 GSF Friendsville Library to replace a temporary structure installed in 1970. The current facility is inadequate in terms of ADA access, electrical infrastructure and size, and lacks a meeting room for community events (Item 12.7 of the Secretary’s Agenda);
- A request from the Department of Natural Resources to commit $11,700 from the Local Parks and Playgrounds Infrastructure funding to replace the pavilion #2 roof as well as add new playground equipment at Broadford Park (Item 4A of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into a grant agreement for a $80,000 grant to the Board of Directors of the Garrett Memorial Veterans of Foreign Wars, Post 10,077, Inc., and the Mayor and Town Council of the Town of Friendsville for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Friendsville Veterans Memorial. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda).
Harford County
- A request from the Maryland State Library Agency to approve a $3,593,000 grant under its County Library Capital Project Grant Program to renovate and expand the Bel Air Library. (Item 12.8 of the Secretary’s Agenda).
Howard County
- A request from the Department of Natural Resources to commit a total of $313,812 from Program Open Space funding allocated to Howard County to replace the outdated playground safety surfacing at four parks throughout the county: High Ridge Park, Hammond Park, Centennial Park – East Area, and Heritage Heights Park – Clarks Glen Playground (Item 5A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit a total of $313,812 from Program Open Space funding allocated to Howard County to replace the outdated playground safety surfacing at four parks throughout the county: High Ridge Park, Hammond Park, Centennial Park – East Area, and Heritage Heights Park – Clarks Glen Playground (Item 5A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit a total of $640,250 from Program Open Space funding allocated to Howard County for the following projects:
- West Friendship Park: $470,250 to renovate an existing building at West Friendship Park to provide space for interpretive exhibits and agricultural, heritage, and adventure programming (Item 5A.2 of the Department of Natural Resources’ Real Property Agenda); and
- Cypressmede Park: $170,000 to resurface the road and parking lot, repair and replace the curb and gutter and replace the existing wooden stairway with concrete stairs and new railings (Item 5A.3 of the Department of Natural Resources’ Real Property Agenda).
Kent County
- A request from the Department of Natural Resources to commit an additional $6,821 from the Program Open Space funding allocated to Kent County to design and install LED energy efficient lighting for Orem Field at Worton Park (Item 6A of the Department of Natural Resources’ Real Property Agenda).
Montgomery County
- A request to enter into a grant agreement for a $400,000 grant to the Board of Directors of the Sheppard Pratt Health System, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of facilities on the Rockville Campus. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into grant agreements for grants totaling $250,000 to the Board of Trustees of the Sandy Spring Museum for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Sandy Spring Museum. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Directors of the Sandy Spring Volunteer Fire Department for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Sandy Spring Volunteer Fire Department facility, including the acquisition of a fire truck. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda).
Prince George’s County
- A request from the Department of Natural Resources to commit $127,000 from the Program Open Space funding allocated to Prince George’s County to renovate two exterior brick and stone entrance stairways and porches at Belair Mansion (Item 7A of the Department of Natural Resources’ Real Property Agenda).
Queen Anne’s County
- A request from the Maryland Department of the Environment for new grant funding up to $3,050,000from the Bay Restoration Fund to the Town of Sudlersville for the Town of Barclay Sanitary project. The purpose of this project is to provide public sewer service to the Town of Barclay. Presently, the majority of septic systems are failing and pose a threat to the quality of the drinking water, which comes from individual wells. The project involves the installation of grinder pumps and the construction of a piping network to convey flow to the new ENR removal-level Wastewater Treatment Plant (WWTP) at the Town of Sudlersville. Not only will this alleviate the problem of leaking septic systems, but it will remove the nutrient loading to the Chesapeake Bay and improve the economics of plant operation for the nearby Town of Sudlersville. (Item 8 of the Secretary’s Agenda); and
- A request from the Department of Natural Resources to commit $79,400 in Program Open Space funding allocated to Queen Anne’s County to acquire .65 acres (Dixon Property) to extend the South Island Trail (Item 8A of the Department of Natural Resources’ Real Property Agenda).
Talbot County
- A request from the Maryland State Library Agency to approve a $240,000 grant under its County Library Capital Project Grant Program to renovate and expand the St. Michaels Library. The project will increase the library’s square footage by 40 percent. With the exception of an expansion 19 years ago, the original facility’s infrastructure is over 40 years old and includes a pre-engineered metal garage from the original library. The library has insufficient spaces for community meetings, children, teens, collections, technology, study, staff and is not fully ADA compliant (Item 12.10 of the Secretary’s Agenda); and
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Governors of the Chesapeake Bay Maritime Museum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new multi-purpose facility. There is no matching fund requirement for this grant (Item 37 of the Department of General Services’ Office of State Procurement Agenda).
Washington County
- A request from the Department of Natural Resources to commit $515,600 from the Local Parks and Playgrounds Infrastructure funding for new pavilion roofs, updated restrooms, and to construct an additional pavilion at Marty Snook Park (Item 9A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $120,000 from the Local Parks and Playgrounds Infrastructure funding to replace pavilion roofs, purchase new seating, and upgrade restrooms and pavilion lighting at Doubs Woods Park (Item 9A.2 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit a total of $241,000 from Local Parks and Playgrounds Infrastructure funding for the following projects:
- Devil’s Backbone Park: $138,000 to replace pavilion roofs, update restrooms and construct a nature trail (Item 9A.3 of the Department of Natural Resources’ Real Property Agenda);
- Pleasant Valley Park: $53,000 to replace pavilion roofs and upgrade their lighting and update the restrooms (Item 9A.4 of the Department of Natural Resources’ Real Property Agenda); and
- Regional Park: $50,000 to, among other things, update fixtures, plumbing, lighting and flooring (Item 9A.5 of the Department of Natural Resources’ Real Property Agenda);.
Worcester County
- A request from the Department of Natural Resources to commit $1,268,400 in Program Open Space funding allocated to Worcester County to add 12 acres of property to the existing Northern Worcester Athletic Complex (Item 10A of the Department of Natural Resources’ Real Property Agenda).
