The Board of Public Works (BPW) — a three-member panel including GovernorWes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.
The BPW considered and approved the following requests and recommendations at its meeting on May 17, 2023:
Allegany County
- A request from the Department of Natural Resources to commit an additional $28,224 from the Local Parks and Playgrounds Infrastructure funding to renovate the existing Fitness Center on the Allegany College of Maryland campus (Item 1A of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into a grant agreement for a $375,000 grant to the Board of Directors of UPMC Western Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a Children’s Specialty Clinic in Cumberland. There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda).
Anne Arundel County
- A request to enter into a grant agreement for a $109,000 grant to the Board of Directors of the Arundel Rivers Federation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a marsh and oyster habitat at the Hillsmere Community Marina. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $850,000 grant to the Board of Directors of Kingdom Kare, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Veterans Resource Support Center. There is no matching fund requirement for this grant (Item 9 of the Department of General Services’ Office of State Procurement Agenda); and
- A request from the Department of Emergency Management to authorize a $505,238.00 loan from the Volunteer Company Assistance Fund to the Cape St. Claire Volunteer Fire Company, Inc. to replace a fire engine (Item 8.1 of the Secretary’s Agenda).
Baltimore City
- A request to enter into a grant agreement for a $125,000 grant to the Board of Directors of Anew Inspired Change Organization, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Frederick P. Blue Workforce Development Center. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Maryland Department of Health to approve a $439,835 grant to People Encouraging People, Inc. to assist with the planning, design, construction, repair, renovation, reconstruction, and site improvement of the final phase of the property located at 4201 Primrose Avenue. The Grantee provides community support services to individuals with psychiatric disorders and/or co-occurring substance abuse disorders and other disabilities and/or disadvantages. The total project cost is $586,447 (Item 24 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $1,000,000 grant to the Board of Directors of the Northwood Baseball League, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the baseball fields and facility. There is no matching fund requirement for this grant (Item 17 of the Department of General Services’ Office of State Procurement Agenda);
- A request to certify matching funds and enter into a grant agreement for a $952,000 grant to the Sheppard Pratt Health System, Inc. to assist in the design, construction, renovation, and equipping of the admissions department at Sheppard Pratt Health Systems Towson Hospital. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 11 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into grant agreements for grants totaling $11,000,000 to the Board of Trustees of The Johns Hopkins Hospital for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new medical research building. There is no matching fund requirement for this grant (Item 18 of the Department of General Services’ Office of State Procurement Agenda);
- A recommendation from the Department of General Services to grant a one-year extension to the Board of Directors of Community Initiatives, Incorporated from the automatic termination of $150,000 in capital grant funds for the Dr. Christina Phillips Community Center. The Grantee did not meet the 7-year deadline before the authorization terminated because the project was delayed. The Grantee still plans to proceed with the project (Item 23.2 of the Department of General Services’ Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $100,000 from the POS Stateside Baltimore City Direct Grant Funding and $125,000 from the Local Parks and Playgrounds Infrastructure funding to complete an assessment of the Patterson Park Observatory/Pagoda, and design and construct improvements to the structure (Item 7A.1 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $100,000 from the Local Parks and Playgrounds Infrastructure funding to design and improve the Olmstedian-era Latrobe Park Longhouse. Renovations will include structural repairs, a new roof, and pedestrian doorways. New nature play features, pedestrian pathways, stormwater management facilities and improvements to the adjacent picnic pavilion will also be constructed (Item 7A.2 of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into a grant agreement for a $1,500,000 grant to the Board of Directors and the Board of Trustees of the Maryland Center for History and Culture for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of facility and infrastructure improvements at the Maryland Center for History and Culture. There is no matching fund requirement for this grant (Item 10 of the Department of General Services’ Office of State Procurement Agenda).
Baltimore County
- A request to enter into grant agreements for grants totaling $800,000 to the Baltimore County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the comfort station facility at Pikesville High School. There is no matching fund requirement for this grant (Item 20 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $2,000,000 grant to the Baltimore County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of school playgrounds and parks. There is no matching fund requirement for this grant (Item 3of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $100,000 grant to the Baltimore County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Catonsville Middle School, including a scoreboard and electronic sign. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $75,000 grant to the Baltimore County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements, including signage, at Deer Park Middle School. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda);
- A request to enter into a grant agreement for a $120,000 grant to Baltimore County, Maryland, a body corporate and politic, for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of road improvements on Westchester Avenue near the Mount Gilboa A.M.E. Church and cemetery. There is no matching fund requirement for this grant (Item 16 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $75,000 grant to the Baltimore County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements, including signage, at Randallstown Elementary School. There is no matching fund requirement for this grant (Item 21 of the Department of General Services’ Office of State Procurement Agenda).
Caroline County
- A request from the Department of Emergency Management to authorize a $700,000 loan from the Volunteer Company Assistance Fund to the Denton Volunteer Fire Company for a new fire engine (Item 8.2 of the Secretary’s Agenda).
Carroll County
- A request to enter into grant agreements for grants totaling $120,000 to the Board of Directors of Carroll County Youth Service Bureau, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Carroll County Youth Service Bureau facility. There is no matching fund requirement for this grant (Item 22 of the Department of General Services’ Office of State Procurement Agenda).
Cecil County
- A request from the Department of Natural Resources to grant $458,000 of Program Open Space statewide funds for the acquisition in fee simple of 59.51 +/-acres (Peters et al. property) in Cecil County. This entirely forested property is located along an unnamed tributary to Plum Creek and will be managed by the Maryland Forest Service as an addition to the adjacent Elk Neck State Forest. Acquisition will expand public recreational opportunities, protect Forest Interior Dwelling Species habitat, and protect water quality in the Upper Elk Neck Watershed (Item 8A of the Department of Natural Resources’ Real Property Agenda).
Dorchester County
- A request from the Department of Natural Resources to commit $1,000,000 from the Local Parks and Playgrounds Infrastructure funding to design and construct four new multipurpose fields, a stormwater management system and new lighting and parking at the School Street Sports Field Complex in Dorchester County (Item 2A of the Department of Natural Resources’ Real Property Agenda);
- A request to provide a $620,367.50 grant to The Conservation Fund from Rural Legacy Funds for the acquisition of a 402.74-acre conservation easement in the Harriet Tubman Rural Legacy Area (Luthy property). Acquisition of this conservation easement will protect agricultural fields, woodlands and wetlands in the Transquaking River watershed. Preserving this land from development provides additional resiliency to the effects of climate change on the Eastern Shore. Both the U.S. Navy and U.S. Fish and Wildlife Service are contributing federal funds. The easement will be held jointly by the Department of Natural Resources and the United States of America. The Grantee is paying compliance costs. Easement value: $3,619.82/acre (Item 9A of the Department of Natural Resources’ Real Property Agenda); and
- A request to enter into grant agreements for grants totaling $650,000 to the Board of Directors of the Harriet Tubman Center for Cultural and Educational Advancement Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bayly House. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda).
Garrett County
- A request from the Department of Natural Resources to commit a total of $12,666.00 from Program Open Space funding allocated to Garrett County for the following projects:
- Bob Damon Veterans, Leo Martin Memorial, and Woodell Parks: $10,326.00 to install security cameras (Item 3A.1 of the Department of Natural Resources’ Real Property Agenda);
- Leo Martin Memorial Park: $2,340.00 to purchase new signage (Item 3A.2 of the Department of Natural Resources’ Real Property Agenda); and
- A recommendation from the Department of General Services to grant a one-year extension to the Board of Directors of the Garrett Memorial Veterans of Foreign Wars, Post 10,077, Inc. and the Mayor and Town Council of the Town of Friendsville Project from the automatic termination of $80,000 in capital grant funds. The Grantee did not meet the 7-year deadline before the authorization terminated because the project was delayed. The Grantee still plans to proceed with the project (Item 23.1 of the Department of General Services’ Office of State Procurement Agenda).
Harford County
- A request from the Department of Emergency Management to authorize a $576,864.00 loan from the Volunteer Company Assistance Fund to the Abingdon Fire Department to replace a rescue engine (Item 8.3 of the Secretary’s Agenda).
Howard County
- A request from the Department of Natural Resources to commit $300,000 from the Program Open Space funding allocated to Howard County to implement post-flood stream channel restoration activities to prevent future storm damage and to ensure continued public access at Font Hill Park (Item 4A.1 of the Department of Natural Resources’ Real Property Agenda); and
- A request from the Department of Natural Resources to commit $1,000,000 from Local Parks and Playgrounds Infrastructure funding to renovate the Barnard Fort House to provide classrooms, offices, and community space for educational and recreational programming (Item 4A.3 of the Department of Natural Resources’ Real Property Agenda).
Montgomery County
- A request from the Department of Natural Resources to commit $611,638.50 in Program Open Space funding allocated to Montgomery County to acquire .2039 acres to add to the existing Long Branch Local Park (Item 5A of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of the Jewish Foundation for Group Homes, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a property located at 20017 Raingarden Alley, Montgomery Village. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda); and
- A request from the Maryland Department of Health to approve a $160,291.00 grant to Housing Unlimited, Inc. to assist with the acquisition of a property located at 19572 Montgomery Village Avenue, Montgomery Village. The property will be used to provide housing for three individuals with psychiatric disabilities. The contract sale price of the property is $212,871 (Item 25 of the Department of General Services’ Office of State Procurement Agenda).
Prince George’s County
- A request to enter into a grant agreement for a $2,000,000 grant to the Housing Authority of the City of College Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Attick Towers Apartments. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda); and
- A request to enter into a grant agreement for a $250,000 grant to the Governing Board of Employ Prince George’s Inc. for the acquisition, planning, design, construction, repair renovation, reconstruction, site improvement, and capital equipping of the Employ Prince George’s, Inc. Hillcrest Heights facility. There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda).
Queen Anne’s County
- A request from the Department of Emergency Management to authorize a $524,478 loan from the Volunteer Company Assistance Fund to the Sudlersville Fire Company, Inc. for a new fire engine (Item 8.4 of the Secretary’s Agenda).
Washington County
- A request from the Department of Natural Resources to commit a total of $404,800 from Program Open Space funding allocated to Washington County for the following projects:
- Sharpsburg Community Park: $64,800 to purchase and install a new playground and safety surfacing consistent with National Playground Safety Standards and the Americans with Disabilities Act (Item 6A.5 of the Department of Natural Resources’ Real Property Agenda);
- Smithsburg Elementary School: $63,000 to replace outdated playgrounds with new equipment and safety surfacing consistent with National Playground Safety Standards and the Americans with Disabilities Act. The project also includes sidewalk construction from the school to nearby Veterans Park (Item 6A.6 of the Department of Natural Resources’ Real Property Agenda);
- Agricultural Education Center Event Space and Parking: $164,000 for site development for a new equestrian center, additional parking and roadway construction (Item 6A.7 of the Department of Natural Resources’ Real Property Agenda);
- Regional Park: $113,000 to resurface the existing basketball courts. The project includes converting one court into a multisport court (Item 6A.9 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit a total of $442,500 from Program Open Space funding allocated to Washington County for the following projects:
- Fairgrounds Park: $108,000 to purchase and install new playground equipment (Item 6A.1 of the Department of Natural Resources’ Real Property Agenda);
- City, Fairgrounds and Pangborn Parks: $49,500 to purchase and install picnic tables, park benches and portable bleachers (Item 6A.2 of the Department of Natural Resources’ Real Property Agenda);
- Hagerstown Community College: $150,000 to purchase and install new stationary mechanical bleachers and vinyl curtain dividers for the College’s Athletic, Recreation and Community Center (Item 6A.3 of the Department of Natural Resources’ Real Property Agenda);
- Doubs Woods Park: $135,000 to replace the outdated playground with new equipment and safety surfacing consistent with National Playground Safety Standards and the Americans with Disabilities Act (Item 6A.8 of the Department of Natural Resources’ Real Property Agenda);
- A request from the Department of Natural Resources to commit $435,000 in Program Open Space funding allocated to Washington County to acquire 2.81 acres of forested land adjacent to Doubs Woods Park to expand existing trails and preserve natural space (Item 6A.4 of the Department of Natural Resources’ Real Property Agenda);
- A request to enter into a grant agreement for a $500,000 grant to the Mayor and City Council of the City of Hagerstown for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a burn building. There is no matching fund requirement for this grant (Item 14 of the Department of General Services’ Office of State Procurement Agenda); and
