Feb 15 Board of Public Works Meeting: Here’s What Counties Need to Know

The Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

  • The BPW considered and approved the following requests and recommendations at its meeting on February 15, 2023:

Allegany County

  • A request to enter into a grant agreement for a $500,000 grant to the Board of Trustees of the Frostburg Fire Department, No.1, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Frostburg Fire Department, No. 1 facility, including the acquisition of a ladder truck. There is no matching fund requirement for this grant (Item 11 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Department of Natural Resources to commit $22,500 from the Program Open Space funding allocated to Allegany County to install new picnic tables and a batting cage at Flintstone Community Park. In addition, install new food preparation and storage equipment in the park’s multipurpose building (Item 1A of the Department of Natural Resources’ Real Property Agenda).

Anne Arundel County

  • A request to enter into grant agreements for grants totaling $1,800,000 to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an athletics complex at North County High School, including the installation of an artificial turf field and scoreboard.  There is no matching fund requirement for this grant (Item 17 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $40,000 grant to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the North Glen Elementary digital marquee. There is no matching fund requirement for this grant (Item 18 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $60,000 grant to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a walking pathway at Benfield Elementary School. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $350,000 grant to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Chesapeake High School Field House. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $95,000 grant to the Board of Directors for Langton Green, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Langton Green Community Farm Facility. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of the Annapolis Maritime Museum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Annapolis Maritime Museum property. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of outdoor recreation and athletic facilities at Annapolis Middle School. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of the Maryland Fire-Rescue Services Memorial Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Maryland Fire-Rescue Services Memorial. There is no matching fund requirement for this grant (Item 15 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore City

  • a request to enter into a grant agreement for a $3,000,000 grant to the Board of Directors of the Waterfront Partnership of Baltimore, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Rash Field. There is no matching fund requirement for this grant (Item 25 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore County

  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of Chimes International for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a Chimes vocational center in Milford Mill. There is no matching fund requirement for this grant (Item 27 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into grant agreements for grants totaling $125,000 to the Board of Trustees of the Baltimore Association of Nepalese in America, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Baltimore Association of Nepalese in America building. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $2,000,000 grant to the Board of Trustees of Franklin Square Hospital Center, Inc. dba MedStar Franklin for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a labor and delivery unit and infrastructure improvements at MedStar Franklin Hospital Center. There is no matching fund requirement for this grant (Item 16 of the Department of General Services’ Office of State Procurement Agenda).

Carroll County 

  • A request from the Department of Natural Resources to commit $138,686.40 from the Program Open Space funding allocated to Carroll County to install an obstacle course, playground and safety surfacing at Sugar Maple Park in Hamstead. The project also includes installing benches, picnic tables, and associated site amenities (Item 2A.3 of the Department of Natural Resources’ Real Property Agenda);
  • A request from the Department of Natural Resources to commit a total of $383,687 from Program Open Space funding allocated to Carroll County for the following projects:
    • NW Regional Park: $245,000 to develop a master plan for the development of this 145.06 park north of Taneytown (Item 2A.1 of the Department of Natural Resources’ Real Property Agenda);
    • Summit Ridge Park: $138,687 to purchase and install a new playground and safety surface (Item 2A.2 of the Department of Natural Resources’ Real Property Agenda); and
  • A request to enter into a grant agreement for a $50,000 grant to the Executive Board of the Community Foundation of Carroll County, Inc. dba Westminster Elementary PTO for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the playgrounds of Westminster Elementary School. There is no matching fund requirement for this grant (Item 23 of the Department of General Services’ Office of State Procurement Agenda).

Charles County

  • Requests to provide the following grants to Charles County from Rural Legacy Funds to acquire conservation easements in the Zekiah Rural Legacy Area. Both easements will be held by the County Commissioners of Charles County, who will be paying program compliance costs:
    • $166,433.52 grant for the acquisition of a 47.90-acre conservation easement (Moeller property). Acquisition of this easement will protect ecologically significant agricultural and forest lands and provide permanent protection to 1,066 linear feet of stream buffers on Zekiah Swamp Run, a tributary of the Potomac River.  Easement value: $3,200/acre (Item 7A of the Department of Natural Resources’ Real Property Agenda); and
    • $166,471.55 grant for the acquisition of a 47.90-acre conservation easement (Moeller and Crystal property). Acquisition of this easement will protect ecologically significant agricultural and forest lands and provide permanent protection to 3,390 linear feet of stream buffers on Zekiah Swamp Run, a tributary of the Potomac River.  Easement value: $3,200/acre (Item 8A of the Department of Natural Resources’ Real Property Agenda).

Dorchester County

  • A request to provide a $637,163.95 grant to The Conservation Fund from Rural Legacy Funds for the acquisition of a 472.67-acre conservation easement in the Harriet Tubman Rural Legacy Area (Clagett property) in Dorcester County.  Acquisition of this easement will protect 230 acres of agricultural fields and 236 acres of forest land and wetlands in the Little Choptank Watershed, as well as 4,500 linear feet of riparian buffer on Hodson’s Branch. Preserving this land from development provides additional resiliency to the effects of climate change on the Eastern Shore. The U.S. Department of the Navy is contributing $578,905.50 towards the cost of the Easement, which will be held jointly the Department of Natural Resources and the United States of America through the Department of the Navy. The Conservation Fund is paying program compliance costs. Easement value: $2,449.51/acre (Item 6A of the Department of Natural Resources’ Real Property Agenda).

Frederick County

  • A request from the Department of Natural Resources to commit $70,000 from the Program Open Space funding allocated to Frederick County to pave the existing turnaround and construct a parking lot, including handicap accessible parking, adjacent to Rainbow Lake in Emmitsburg (Item 3A of the Department of Natural Resources’ Real Property Agenda).

Harford County

  • A request to provide a $125,570.00 grant to Harford County from Rural Legacy Funds for the acquisition of a 22.79-acre conservation easement in the Deer Creek Rural Legacy Area (Hills and Hollows, LLC property).  Acquisition of this easement will protect forest lands, as well as provide approximately 1,200 linear feet of forested stream buffers to the Deer Creek state-designated scenic river and unnamed tributaries. The easement will be held by the County, which is paying administrative, incidental, and compliance costs. Easement value: $6,500/acre (Item 5A of the Department of Natural Resources’ Real Property Agenda).

Montgomery County

  • A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of the Manna Food Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of theManna Food Center facility. There is no matching fund requirement for this grant (Item 14 of the Department of General Services’ Office of State Procurement Agenda).
  • A request from the Maryland Department of Health to approve a $140,000 grant to Housing Unlimited, Inc. to assist with the acquisition of a property located at 8179 Front Street, Rockville. The property will be used to provide housing for three individuals with psychiatric disabilities. The contract sale price of the property is $206,243 (Item 30 of the Department of General Services’ Office of State Procurement Agenda).

Prince George’s County

  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of United Communities Against Poverty, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Historic Fairmount Heights Elementary School. There is no matching fund requirement for this grant (Item 19 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $160,000 grant to the Maryland-National Capital Park and Planning Commission for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bladensburg World War I Memorial Peace Cross. There is no matching fund requirement for this grant (Item 22 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into grant agreements for grants totaling $75,000 to the Mayor and Town Council of the Town of Riverdale Park for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Riverdale Park Municipal Center, including improvements to the facility’s grounds. There is no matching fund requirement for this grant (Item 26 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $200,000 grant to the Board of Trustees of DeMatha Catholic High School, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an Engineering, Arts, and Robotics Building. There is no matching fund requirement for this grant (Item 28 of the Department of General Services’ Office of State Procurement Agenda).

Queen Anne’s County

  • A request from the Department of Natural Resources to commit an additional $165,188 from the Local Parks and Playgrounds Infrastructure funding allocated to Queen Anne’s County to design and build a new skate park at Cockey Lane Park (Item 4A of the Department of Natural Resources’ Real Property Agenda).
