Jan 25 Board of Public Works Meeting: Here’s What Counties Need to Know

The Board of Public Works (BPW) — a three-member panel including Governor Larry Hogan, Comptroller Peter Franchot, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on January 25, 2023:

Anne Arundel County

  • A request to enter into a grant agreement for a $250,000 grant to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the outdoor track facility at Lindale Middle School. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $1,200,000 grant to the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a boys and girls team field house at North County High School. There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Trustees of The Ancient City Lodge No. 175 Improved Benevolent Protective Order of the World, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Ancient City Lodge No. 175 facility.  There is no matching fund requirement for this grant (Item 15 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of the SPCA of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the SPCA of Anne Arundel County shelter building. There is no matching fund requirement for this grant (Item 25 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of The Summit School, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to the Summit School.  There is no matching fund requirement for this grant (Item 26 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore City

  • A request from the Maryland Stadium Authority for approval to award the architectural/engineering design services agreement for the Frederick Douglass High School Building Project (2301 Gwynns Falls Parkway). This project is a part of the Baltimore City Public School’s 21st Century Building Initiative (Item 7 of the Secretary’s Agenda); and
  • A request to enter into a grant agreement for a $300,000 grant to the Board of Directors of Citywide Youth Development for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the EMAGE Center facility. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore County

  • A request to enter into a grant agreement for a $150,000 grant to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the playgrounds at Cromwell Valley Elementary School. There is no matching fund requirement for this grant (Item 17 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an electronic sign, scoreboard, and athletic infrastructure improvements at Overlea High School. There is no matching fund requirement for this grant (Item 24 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit $3,170,000 in Program Open Space funding allocated to Baltimore County to acquire a 20,000 square foot indoor sports facility on approximately 1.77 acres on Hammonds Ferry Road in southwest Baltimore County. The existing facility houses gymnasiums, restrooms, office space and additional recreational spaces, and will be converted to a public recreation center (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new playground at Westowne Elementary School. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Maryland Horse Breeders Association (MHBA) for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the MHBA headquarters building and Maryland Horse Racing Library and Education Center.  There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Department of Natural Resources to commit $4,500,000 from the Program Open Space funding allocated to Baltimore County to design and construct a new community park on Belfast Road. The project includes the construction of a recreation facility, athletic fields, roadways, parking lots, and landscaping (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda).

Carroll County

  • A request to enter into grant agreements for grants totaling $50,000 to the Executive Board of the Hampstead Elementary School PTO, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Hampstead Elementary School playground. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
  • a request to enter into a grant agreement for a $250,000 grant to the Board of County Commissioners of Carroll County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Carroll County Farm Museum. There is no matching fund requirement for this grant (Item 16 of the Department of General Services’ Office of State Procurement Agenda).

Cecil County

  • A request from the Department of Natural Resources to commit $104,850 from the Program Open Space funding allocated to Cecil County to construct a new pavilion at Brantwood Regional Park (Item 3A of the Department of Natural Resources’ Real Property Agenda).

Charles County

  • A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of the Lions Camp Merrick, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the pool at the Lions Camp Merrick. There is no matching fund requirement for this grant (Item 11 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $1,500,000 grant to the Board of Charles County Commissioners for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Regency Furniture Stadium improvements. There is no matching fund requirement for this grant (Item 14 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of Melwood Horticultural Training Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Melwood Recreation Center, including relocating Melwood’s garden center and upgrading playground facilities and aquatic facilities. There is no matching fund requirement for this grant (Item 21 of the Department of General Services’ Office of State Procurement Agenda).

Frederick County

  • A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of The Young Men’s Christian Association (YMCA) of Frederick County, Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Natelli Family (South County) YMCA Outdoor Pavilions and Recreation Space. There is no matching fund requirement for this grant (Item 22 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $25,000 grant to the Board of Directors of the Historical Society of Frederick County, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Heritage Frederick facility. There is no matching fund requirement for this grant (Item 27 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Young Men’s Christian Association (YMCA) of Frederick County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the YMCA of Frederick County Facilities. There is no matching fund requirement for this grant (Item 27 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $2,000,000 grant to the Board of Trustees of Mount St. Mary’s University for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Coad Science Building. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 20 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit a total of $35,061 from Program Open Space funding allocated to Frederick County for the following projects in Walkersville:
    • Community Park: $3,247 for a new shingled roof for an existing bathroom (Item 4A.3 of the Department of Natural Resources’ Real Property Agenda);
    • Community Park: $29,114 to extend the existing asphalt multiuse trails by 2,200 feet (Item 4A.4 of the Department of Natural Resources’ Real Property Agenda);
    • Heritage Park: $2,700 for a new shingled roof for an existing bathroom (Item 4A.5 of the Department of Natural Resources’ Real Property Agenda); and
  • A request from the Department of Natural Resources to commit a total of $270,000 from Local Parks and Playgrounds Infrastructure funding allocated to Frederick County for the following projects:
    • Mullinix Park: $70,000 to resurface the existing walls and install non-skid tiles around the perimeter at the William Diggs Pool (Item 4A.6 of the Department of Natural Resources’ Real Property Agenda);
    • Baker Park: $200,000 to repair cracks and resurface the existing walls, replace sand with glass media in the water filtration system and install new caulk and tile at the Edward Thomas Pool (Item 4A.7 of the Department of Natural Resources’ Real Property Agenda);
  • A request from the Department of Natural Resources to commit a total of $14,250 from Program Open Space funding allocated to Frederick County for the following projects at E. Eugene Myers Community Park:
    • $8,250 to purchase and install weather-resistant pedestal frames with acrylic inserts for an outdoor children’s storybook trail (Item 4A.1 of the Department of Natural Resources’ Real Property Agenda); and
    • $6000 to construct two pairs of concrete cornhole boards with weather-resistant lock box for canvas bags (Item 4A.2 of the Department of Natural Resources’ Real Property Agenda).

Garrett County

  • A request from the Department of Natural Resources to commit a total of $19,800 from the Program Open Space funding allocated to Garrett County for the following projects:
    • Friendsville Community Park: $10,800 to replace the fencing near the horseshoe pits (Item 5A.1 of the Department of Natural Resources’ Real Property Agenda);
    • Loch Lynn Community Park: $9,000 to purchase and install additional security equipment and repair the gravel trail. In addition, upgrade old park signage at the Athletic Complex (Item 5A.2 of the Department of Natural Resources’ Real Property Agenda);
  • A request from the Department of Natural Resources to commit a total of $384,500 from Local Parks and Playgrounds Infrastructure funding allocated to Garrett County for the following projects:
    • Rotary Park: $287,000 to expand the Mountain Fresh Pavilion, resurface the parking lot and purchase grills.  In addition, install new playground safety surfacing (Item 5A.3 of the Department of Natural Resources’ Real Property Agenda);
    • Glades Park: $97,500 to replace the pavilion roof, resurface the walking paths, install a pond aeration system, and install new playground safety surfacing (Item 5A.4 of the Department of Natural Resources’ Real Property Agenda); and
  • A request to enter into grant agreements for grants totaling $200,000 to the Board of Directors of the Garrett Memorial Veterans of Foreign Mars, Post 10,077, Inc. and the Mayor and Town Council of the Town of Friendsville for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Friendsville Veterans Memorial. There is no matching fund requirement for this grant (Item 29 of the Department of General Services’ Office of State Procurement Agenda).

Howard County

  • A request to enter into a grant agreement for a $1,000,000 grant to the County Executive and County Council of Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the East Columbia 50+ Center. There is no matching fund requirement for this grant (Item 19 of the Department of General Services’ Office of State Procurement Agenda).

Montgomery County

  • A request to enter into a grant agreement for a $1,250,000 grant to the Housing Opportunities Commission for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of affordable rental housing units in Montgomery County. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $350,000 grant to the Executive and County Council of Montgomery County and the Housing Opportunities Commission of Montgomery County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Metropolitan Apartments property. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda).

Prince George’s County

  • A request to enter into a grant agreement for a $40,000 grant to the Board of Directors of the Camp Springs Lodge No. 2332, Benevolent and Protective Order of Elks of the United States of America, Incorporated for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Camp Springs Elks Lodge No. 2332. There is no matching fund requirement for this grant (Item 28 of the Department of General Services’ Office of State Procurement Agenda).

St. Mary’s County

  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of Breton Bay Recreation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the dam at Breton Bay Golf Course.  There is no matching fund requirement for this grant (Item 18 of the Department of General Services’ Office of State Procurement Agenda).

Talbot County

  • A request from the Department of Natural Resources to commit $675,000 from the Program Open Space funding allocated to Talbot County for additional funding for the design and construction of a gymnasium addition to the Talbot County Community Center (Item 6A of the Department of Natural Resources’ Real Property Agenda).

Washington County

  • A request to enter into grant agreements for grants totaling $150,000 to the Board of Directors of the Hagerstown Aviation Museum, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Dome Hanger at the Museum. There is no matching fund requirement for this grant (Item 9 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $2,000,000 grant to the Board of Directors of the Boys and Girls Clubs of Washington County, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the New Hagerstown Boys and Girls Club. There is no matching fund requirement for this grant (Item 30 of the Department of General Services’ Office of State Procurement Agenda).

Wicomico County

  • A request to enter into a grant agreement for a $350,000 grant to the Board of Directors of the Boys and Girls Clubs of Metropolitan Baltimore, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the New Salisbury Boys and Girls Club. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda).

Worcester County

  • A request to enter into a grant agreement for a $250,000 grant to the Board of County Commissioners of Worcester County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Ocean Pines Volunteer Fire Department. There is no matching fund requirement for this grant (Item 23 of the Department of General Services’ Office of State Procurement Agenda).

Other projects

  • Southern Maryland: A request to enter into a grant agreement for a $2,500,000 grant to the Maryland Economic Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of secured compartmented information facilities in Southern Maryland. There is no matching fund requirement for this grant (Item 31 of the Department of General Services’ Office of State Procurement Agenda).
