Oct. 26 Board of Public Works Meeting: Here’s What Counties Need to Know

The Board of Public Works (BPW) — a three-member panel including Governor Larry Hogan, Comptroller Peter Franchot, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on October 26, 2022:

Anne Arundel County

  • A request to enter into a grant agreement for a $28,970 grant to the Board of Directors of the South Shore Health Association, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the South Shore Recovery Club parking lot. There is no matching fund requirement for this grant (Item 6 of the Department of General Services’ Office of State Procurement Agenda).
  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of Col. Harry L. Cooper Post No. 160, Veterans of Foreign Wars (VFW) of the United States, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the VFW Post 160 Building, including repairs to the building’s roof and improvements to the parking lot. There is no matching fund requirement for this grant (Item 16 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $1,500,000 grant to the County Executive and County Council of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an Anne Arundel County Fire Department fireboat to be located at Shady Side Wharf. There is no matching fund requirement for this grant (Item 4 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $1,000,000 grant to the County Executive and County Council of Anne Arundel County and the Board of Education of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the concession stand facility at Corkran Middle School. There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda).

Allegany County

  • A request to enter into a grant agreement for a $250,000 grant to the Board of County Commissioners of Allegany County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Barton Fire Station. There is no matching fund requirement for this grant (Item 12 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore City

  • A request to enter into a grant agreement for a $350,000 grant to the Board of the Digital Bay Center for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Digital Bay Center (diversity incubator). There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $150,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a skatepark at Hazelwood Park, including the installation of a parking lot and improvements to the park’s grounds. There is no matching fund requirement for this grant (Item 11 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $50,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a Police Athletic League recreation center at McCormick Elementary School. There is no matching fund requirement for this grant (Item 15 of the Department of General Services’ Office of State Procurement Agenda).

Baltimore County

  • A request to enter into a grant agreement for a $500,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Baltimore County Police and Athletic Center facilities. There is no matching fund requirement for this grant (Item 9 of the Department of General Services’ Office of State Procurement Agenda).

Caroline County

  • A request from the Department of Natural Resources to commit $99,319 from the Program Open Space funding allocated to Caroline County to remove the basketball court paving at Henderson Community Park and install new playground equipment, among other things (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda);
  • A request by the Department of Natural Resources to commit $25,000 in Program Open Space funding allocated to Caroline County to complete the County’s 2027 Land Preservation, Parks, and Recreation Plan, consistent with State planning requirements (Item 1A.3 of the Department of Natural Resources’ Real Property Agenda);
  • A request from the Department of Natural Resources to commit $100,000 from the Program Open Space funding allocated to Caroline County for new playground equipment and to pave the perimeter trail at Jonestown Community Park (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda);
  • A request by the Department of Natural Resources to commit $25,000 in Program Open Space funding allocated to Caroline County to complete the County’s 2027 Land Preservation, Parks, and Recreation Plan, consistent with State planning requirements.  (Item 1A.3 of the Department of Natural Resources’ Real Property Agenda).

Carroll County

  • A request to enter into a grant agreement for a $250,000 grant to the Board of County Commissioners of Carroll County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a new community center and deceleration lane for access. There is no matching fund requirement for this grant (Item 5 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Maryland Department of Health to approve a $215,037.00 grant to Anthony Wayne Rehabilitation Center for Handicapped and Blind, Inc. to assist with the acquisition of property located at 610 Ridge Road, Finksburg, MD 21048. The property will be used to provide housing for four individuals with developmental disabilities. The contract sale price of the property is $320,000 (Item 20 of the Department of General Services’ Office of State Procurement Agenda).

Cecil County

  • A request to enter into a grant agreement for a $2,300,000 grant to the Board of Directors of NorthBay Education Inc. for the acquisition, planning, design, construction, repair renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to NorthBay. There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda).

Charles County

  • A request from the Maryland Environmental Trust to ratify the donation of a perpetual conservation easement on 29.32 acres in Charles County (Mount Vernon Ladies’ Association of the Union property on Simms Mill Place in Bryans Road) (Item 10A of the Department of Natural Resources’ Real Property Agenda).

Frederick County

  • A request from the Department of Natural Resources to commit $250,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Frederick County to construct a new west branch section of the Mount Airy Rail Trail (Item 2A of the Department of Natural Resources’ Real Property Agenda); and
  • A request from the Department of Natural Resources to grant $150,000 of Program Open Space statewide funds for the acquisition in fee simple of 25.446 +/- acres (Myers property) in Frederick County.  This entirely forested property is adjacent to South Mountain State Park and will be managed by the Maryland Park Service as an addition to South Mountain. The property contains mature hardwood forest and will support migration, foraging, and breeding. The area is part of an important greenway and is included in the National Audubon Society designated Maryland Blue Ridge Important Bird Area. Acquisition will help maintain a contiguous block of land to buffer the Appalachian Trail and expand public recreational opportunities (Item 9A of the Department of Natural Resources’ Real Property Agenda).

Garrett County

  • A request by the Department of Natural Resources to commit $19,794 in Program Open Space funding allocated to Garrett County to complete the County’s 2027 Land Preservation, Parks and Recreation Plan, consistent with State planning requirements (Item 3A of the Department of Natural Resources’ Real Property Agenda).

Harford County

  • A request to enter into a grant agreement for a $85,000 grant to the Board of Directors of the Charlton-Miller Post No. 6054 Veterans of Foreign Wars of the United States Incorporated for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Charlton-Miller Post No. 6054 VFW. There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Department of Natural Resources to commit $196,110 from the Local Parks and Playgrounds Infrastructure funding allocated to Harford County for new equipment at the Lyn Stacie Getz Playground (Item 4A of the Department of Natural Resources Real Property Agenda).

Howard County

  • A request to enter into a grant agreement for a $150,000 grant to the Board of Directors of Humanim for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Gerwig Facility. There is no matching fund requirement for this grant (Item 3 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Department of Natural Resources to commit $256,078.63 in Program Open Space funding allocated to Howard County to acquire 1.3 acres (Lamb property) to add to the Patapsco River Greenway to provide for water access and protect the floodplain (Item 5A of the Department of Natural Resources’ Real Property Agenda).

Kent County

  • A request by the Department of Natural Resources to commit $25,000 in Program Open Space funding allocated to Kent County to complete the County’s 2027 Land Preservation, Parks, and Recreation Plan, consistent with State planning requirements (Item 6A.1 of the Department of Natural Resources’ Real Property Agenda);
  • A request to enter into a grant agreement for a $125,000 grant to the Board of Directors of Kent Cultural Alliance, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Kent Cultural Arts Center. There is no matching fund requirement for this grant (Item 14 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit a total of $1,247,500 from Local Parks and Playgrounds Infrastructure funding for the following projects:
    • Worton Park: $247,500 to design and install LED energy efficient lighting for Orem field (Item 6A.2 of the Department of Natural Resources’ Real Property Agenda);
    • Betterton Community Park: $22,237 to renovate the tennis courts.  Pickle ball lines will also be added to expand play options (Item 6A.3 of the Department of Natural Resources’ Real Property Agenda)
    • Betterton Beach: $241,000 to install a new concrete walkway and ADA-accessible boardwalk and add 4-5 benches (Item 6A.4 of the Department of Natural Resources’ Real Property Agenda);
    • Millington Park: $172,000 to install new posts and nets as well as resurface the tennis courts, repave and line the parking lot, replace the basketball post and backboard and reline the half basketball court (Item 6A.5 of the Department of Natural Resources’ Real Property Agenda);
    • Robvanary Park: $101,000 to add a new soccer field, basketball court, walking trail, and skateboard curbing (Item 6A.6 of the Department of Natural Resources’ Real Property Agenda);
    • Betterton Community Park: 88,763 for a new basketball court surface, poles, baskets, and lines (Item 6A.7 of the Department of Natural Resources’ Real Property Agenda);
    • Galena Community Park: $11,000 to install five park benches and charcoal grills (Item 6A.8 of the Department of Natural Resources’ Real Property Agenda);
    • Rock Hall Civic Center: $30,000 to install benches, picnic tables and charcoal grills (Item 6A.9 of the Department of Natural Resources’ Real Property Agenda);
    • Rock Hall Ferry Beach: $121,000 to install picnic tables, benches, grills and a gazebo as well as extend and improve the boardwalk (Item 6A.10 of the Department of Natural Resources’ Real Property Agenda); and
    • Louisa d’Andelot Carpenter Park: $28,000 to install new playground and safety surfacing (Item 6A.11 of the Department of Natural Resources’ Real Property Agenda);
    • Worton Park: $185,000 to renovate the restroom building and replace outdated dugouts and bleachers (Item 6A.12 of the Department of Natural Resources’ Real Property Agenda).

Montgomery County

  • A request from the Maryland Department of Health to approve a $109,661 grant to Cornerstone Montgomery, Inc. to assist with the renovation of one of its facilities located at 11920 Rumsfeld Terrace, Silver Spring. The Grantee is a nonprofit organization that provides comprehensive, community- and evidence-based mental health and co-occurring mental health and substance use disorder treatments and interventions (Item 18 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Maryland Department of Health to approve a $52,136 grant to Cornerstone Montgomery, Inc. to assist with the renovation of one of its facilities located at 2204 McAuliffe Drive, Rockville. The Grantee is a nonprofit organization that provides comprehensive, community- and evidence-based mental health and co-occurring mental health and substance use disorder treatments and interventions (Item 18 of the Department of General Services’ Office of State Procurement Agenda);
  • A request from the Maryland Department of Health to approve a $295,253 grant to Cornerstone Montgomery, Inc. to assist with the renovation of two of its facilities located at 3914 Tynewick Terrace, Silver Spring and 6112 Granby Road, Derwood. The Grantee is a nonprofit organization that provides comprehensive, community- and evidence-based mental health and co-occurring mental health and substance use disorder treatments and interventions Item 18 of the Department of General Services’ Office of State Procurement Agenda); and
  • A request from the Maryland Department of Health to approve a $310,857 grant to Community Services for Autistic Adults and Children, Inc. to assist with the acquisition of two properties located at 16110 and 16114 Columbus Avenue, Rockville. The properties will be used to provide housing for three individuals with developmental disabilities at each property. The contract sale price of the two properties totals $415,186 (Item 19 of the Department of General Services’ Office of State Procurement Agenda).

Prince George’s County

  • A request to enter into a grant agreement for a $140,000 grant to the Board of Directors of the Delta Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Delta Cultural Center. There is no matching fund requirement for this grant (Item 10 of the Department of General Services’ Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of the Central Baptist Church of Camp Springs, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Central Baptist Church food storage building. There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda).

Talbot County

  • A request from the Department of Natural Resources to commit a total of $1,000,000 from Local Parks and Playgrounds Infrastructure funding for the following projects:
    • Talbot County Community Center: $480,000 to design and construct an eight-court pickleball complex (Item 7A.1 of the Department of Natural Resources’ Real Property Agenda);
    • Talbot County Community Center: $290.000 to install a new playground (Item 7A.2 of the Department of Natural Resources’ Real Property Agenda);
    • Back Creek Park: $150,000 to install a new playground (Item 7A.3 of the Department of Natural Resources’ Real Property Agenda); and
    • Talbot County Community Center: $80,000 for new ballfield dugouts (Item 7A.4 of the Department of Natural Resources’ Real Property Agenda).

Washington County

  • A request from the Department of Natural Resources to commit a total of $304,000 from the Local Parks and Playgrounds Infrastructure funding allocated to Washington County for the following projects in Hagerstown:
    • Fairgrounds Park: $104,000 for a new metal roof on the stables (Item 8A.1 of the Department of Natural Resources’ Real Property Agenda); and
    • City Park: $200,000 to construct new restrooms near the Train Hub section (Item 8A.2 of the Department of Natural Resources’ Real Property Agenda).
