Snow Hill (August 3, 2021) –Chief Administrative Officer Harold L. Higgins, CPA received accolades from the commissioners after announcing his upcoming retirement from Worcester County Government effective August 20 after 25 years of service to the community.
“While many jurisdictions nationwide faced economic uncertainty during the 2009 economic downturn and the worldwide COVID-19 pandemic, Worcester County remained on solid financial footing thanks to Harold’s prudent financial leadership,” Commissioner Joe Mitrecic said. “He is a good friend, and I hope he will spend much of the retirement he has earned out on the golf green improving his swing.”
Higgins originally began serving as finance officer in 1996, providing financial guidance and leadership to the Worcester County Commissioners. He stepped into the helm of leadership as the chief administrative officer in 2013.
Higgins led all aspects of WCG operations. He played key roles in navigating the county through a period of national economic decline and the worldwide COVID-19 pandemic. His prudent, fiscal management secured the county’s solid financial standing, resulting in clean opinions from TGM Group, LLC for each annual audit since 1996, the Certificate of Achievement for Excellence in Financial Reporting for 13 consecutive years, and credit ratings of AA for Fitch, AA+ for Standard and Poor’s, and Aa2 for Moody’s Investor Services. Higgins also oversaw key construction projects, including the Berlin Branch Library, Showell Elementary School, and Snow Hill High School.
Worcester County is stronger today and better positioned for healthy growth in the future thanks to the leadership Higgins has provided.
Higgins and his wife, Theresa, are looking forward to spending more time traveling and visiting with their four adult children and seven grandchildren, with an eighth on the way. He is passing the torch of leadership to incoming Chief Administrative Officer Weston Young.
