April 7 Board of Public Works Meeting: What Counties Need to Know

The Board of Public Works (BPW) considered and approved the following requests and recommendations in its April 7, 2021 meeting. This is not a comprehensive list of all considerations and approvals during the meeting.

  • Allegany
    • A request to enter into a grant agreement for a $5,000 grant to the Board of Directors of the Cumberland History Cemetery Organization, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of informational markers at multiple cemeteries in Allegany County.  There is no matching fund requirement for this grant (Item 1 of the Department of General Services’ Office of State Procurement Agenda)
  • Anne Arundel
    • A request to certify matching funds and enter into a grant agreement for a $387,000 grant to the Board of Trustees of Anne Arundel Health System, Inc. to assist in the design, construction, and equipping of renovations to the North Hospital Pavilion at the Anne Arundel Medical Center.  The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 12 of the Department of General Services’ Office of State Procurement Agenda)
    • A request to certify matching funds and enter into grant agreements for grants totaling $200,000 to the Board of Directors of Kingdom Kare, Incorporated for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the West County Family Support Center.  The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 10 of the Department of General Services’ Office of State Procurement Agenda)
    • A request to certify matching funds and enter into grant agreements for grants totaling $100,000 to the Board of Directors of Langton Green, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction. and capital equipping of the Langton Green Community Farm Facility, including repairs to the building’s roof.  The Grantee is using the value of the property to meet the matching fund requirement for this project.   The Department of General Services, Real Estate Office has reviewed the appraisal for 844 Generals Highway, Millersville, Maryland 21108 and approved a value ($295,000) sufficient to meet the matching fund requirement for this project (Item 17 of the Department of General Services’ Office of State Procurement Agenda)
  • Baltimore City
    • A request to certify matching funds and enter into a grant agreement for a $25,000 grant to the Board of Trustees of The Methodist Episcopal Church in the City and Precincts of Baltimore for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of the Lovely Lane Arts and Neighborhood Center.   The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 6 of the Department of General Services’ Office of State Procurement Agenda)
    • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Mary Harvin Transformation Center Community Development Corporation for the installation of a parking lot.  There is no matching fund requirement for this grant (Item 21 of the Department of General Services’ Office of State Procurement Agenda)
    • A request to enter into grant agreements for grants totaling $1,000,000 to the Board of Directors of the Cal Ripken, Sr. Foundation Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of athletic fields in Baltimore City.  There is no matching fund requirement for this grant (Item 2 of the Department of General Services’ Office of State Procurement Agenda)
  • Baltimore County
    • A request to enter into grant agreements for grants totaling $150,000 to the Baltimore County Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a turf field at Parkville High School.  There is no matching fund requirement for this grant (Item 20 of the Department of General Services’ Office of State Procurement Agenda)
    • A request to enter into grant agreements for grants totaling $1,000,000 to the Board of Directors of the Maryland State Fair and Agricultural Society, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of structures and facilities at the Maryland State Fairgrounds.  There is no matching fund requirement for this grant (Item 7 of the Department of General Services’ Office of State Procurement Agenda)
  • Charles
    • A request to enter into a grant agreement for a $60,000 grant to the Board of Directors of the Lions Camp Merrick, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Lions Camp Merrick Facilities, including upgrades to the septic system and repairs to the cabins’ roofs  There is no matching fund requirement for this grant (Item 16 of the Department of General Services’ Office of State Procurement Agenda)
  • Frederick
    • A request to certify matching funds and enter into a grant agreement for a $50,000 grant to the Board of Baker Park, Inc. and the Mayor and Board of Aldermen of the City of Frederick for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of bocce ball courts.  The Grantee has submitted documentation of sufficient eligible expenditures and funds to meet the matching fund requirement for this project (Item 15 of the Department of General Services’ Office of State Procurement Agenda)
    • A request from the Department of Natural Resources to commit a total of $49,185 from Program Open Space funding allocated to Frederick County for the following projects in the City of Brunswick:
      • Sports Complex: $11,684.64 to renovate two baseball and softball fields (Item 1A.1 of the Department of Natural Resources’ Real Property Agenda)
      • East Potomac Street Park: $37,500 to renovate the t-ball field and install an ADA-compliant handicap ramp as well as new bleachers, benches, and picnic tables (Item 1A.2 of the Department of Natural Resources’ Real Property Agenda)
  • Harford
    • A request from the Department of Natural Resources to commit $322,000 from the Program Open Space funding allocated to Harford County to stabilize the farmhouse and related outbuildings at Emily Bayless Graham Park.  The buildings will be incorporated into the visitor experience at the park and used to tell the history of the site and the surrounding community (Item 2A of the Department of Natural Resources’ Real Property Agenda)
  • Howard
    • A request to certify matching funds and enter into a grant agreement for a $250,000 grant to the County Executive and County Council of Howard County of for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of the streetscape along Main Street in Ellicott City, including sidewalk improvements.  The Grantee has submitted documentation that it has allocated sufficient funds in its FY 2021 budget ($250,000) to meet the matching fund requirement for this project (Item 19 of the Department of General Services’ Office of State Procurement Agenda)
    • A request to certify matching funds and enter into grant agreements for grants totaling $390,000 to the Board of Directors of the Community Action Council of Howard County, Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of the Long Reach Head Start Center.  The Grantee has submitted documentation that it has allocated sufficient funds in its FY 2020 budget ($600,000) to meet the matching fund requirement for this project (Item 4 of the Department of General Services’ Office of State Procurement Agenda)
  • Montgomery
    • A request from the Department of Natural Resources to commit $1,125,000 from the Program Open Space funding allocated to Montgomery County for a new playground, enhanced community open space, accessible pathways and improved pedestrian connections at Caroline Freeland Urban Park.  In addition, the project includes new site lighting, seating and general site furnishings, streetscape improvements, shade tree plantings and stormwater management facilities (Item 3A.2 of the Department of Natural Resources’ Real Property Agenda)
    • A request to enter into a grant agreement for a $1,000,000 grant to the Board of Directors of Family Services, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the UpCounty Nonprofit Hub.  There is no matching fund requirement for this grant (Item 23 of the Department of General Services’ Office of State Procurement Agenda)
    • A request from the Department of Natural Resources to commit $2,250,000 from the Program Open Space funding allocated to Montgomery County for a renovation project at Hillendale Local Park.  This will include realigning the park entrance, reconfiguring the roadway, and add additional parking, a shared use trail, a hard-surface internal trail loop, restroom facilities an improved full-size soccer field, a multi-age playground, a picnic shelter, two basketball courts with lighting, stormwater management facilities, and landscaping (Item 3A.1 of the Department of Natural Resources’ Real Property Agenda)
  • Prince George’s
    • A request from the Department of Natural Resources to commit $464,000 in Program Open Space funding allocated to Prince George’s County to acquire 2.29 acres (Brown Property) to add to Patuxent River Park.  The property is adjacent to the Mount Calvert Historic Site and will be used for archeology and park purposes (Item 4A of the Department of Natural Resources’ Real Property Agenda)
    • A request to enter into a grant agreement for a $30,000 grant to the Board of Directors of the Camp Springs Lodge No. 2332, Benevolent and Protective Order of Elks of the United States of America, Incorporated for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Camp Springs Elks Lodge No. 2332.  There is no matching fund requirement for this grant (Item 13 of the Department of General Services’ Office of State Procurement Agenda)
  • Queen Anne’s
    • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of Compass Regional Hospice, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Compass Regional Hospice in Centreville.  There is no matching fund requirement for this grant (Item 18 of the Department of General Services’ Office of State Procurement Agenda)
  • St. Mary’s
    • A request to certify matching funds and enter into a grant agreement for a $100,000 grant to the Board of Education of St. Mary’s County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement and capital equipping of the Chopticon High School stadium field press box.  The Grantee has submitted documentation that St. Mary’s County Public Schools has allocated sufficient funds in its FY 2021 budget ($370,000) to meet the matching fund requirement for this project (Item 3 of the Department of General Services’ Office of State Procurement Agenda)
    • A request from the Historic St. Mary’s City Commission to approve an expenditure of $56,000 in general bond proceeds to renovate the restrooms at the Visitor Center at Historic St. Mary’s City (Item 10 of the Secretary’s Agenda)
  • Washington
    • A request to certify matching funds and enter into a grant agreement for a $50,000 grant to the Board of Directors of the Smithsburg Athletic Booster Club, Inc. and Board of Education of Washington County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the athletic facilities, including the stadium and sports fields, at Smithsburg High School.  The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 9 of the Department of General Services’ Office of State Procurement Agenda)
  • Wicomico
    • A request to enter into a grant agreement for a $1,000,000 grant to the Mayor and City Council of the City of Salisbury for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure upgrades in the City of Salisbury.  There is no matching fund requirement for this grant (Item 8 of the Department of General Services’ Office of State Procurement Agenda)
