The Carroll County Board of Education named Dr. Steven Lockard as Superintendent of Carroll County Public Schools effective July 1, 2018. The appointment was made at a special meeting of the Board of Education on Wednesday, April 25, 2018.
According to Board President Robert Lord, “Of all the responsibilities a Board of Education has, perhaps none is as important as selecting a new Superintendent for the school system. After conducting a comprehensive search and reviewing many outstanding candidates, we believe we have found the best possible person for this position – a leader who will guide Carroll County Public Schools successfully into the future.”
Dr. Lockard grew up in Carroll County, where his father, Dr. Brian Lockard, also served as Superintendent of Schools from 1994 to 1998. After graduating from Westminster High School, Dr. Lockard earned a Bachelor of Science in Education/Early Childhood Education from Frostburg State University in 1992, a Master of Science in School Administration from Western Maryland College (now McDaniel College) in 1998, and a Ph.D. in Organizational Leadership and Policy Studies from the University of Maryland in 2013.
Dr. Lockard is filling the position left vacant by Superintendent Stephen Guthrie, who is retiring after serving two four-year terms as Superintendent of Carroll County Public Schools.
