Aside from a few amendments, the Harford County Council approved County Executive Barry Glassman’s proposed FY 2017 budget. The operating budget stands at $655.1 million.

The capital budget, meanwhile, originally proposed at $80 million, was increased by about $225,000 due to funding from state, federal and developer-based costs.
Glassman’s budget marked a $12.9 million decrease in operating expenses from the current budget, and a drop in capital expenses of about $11 million.
It includes no change in the county property tax rates of $1.042 and $0.8937 per $100 of assessed value, with the latter being for properties in Aberdeen, Bel Air and Havre de Grace.
It also features 3 percent merit-based salary increases for most employees.
