MACo is identifying the key sections of budget analyses and reports that affect county government.  These will be posted on our website under the Research tab and the “Budget and Finance” topic in the drop down menu. New information will also be features on Conduit Street each week.

Budget analyses available include the Maryland Department of Transportation Overview, State Retirement AgencyDepartment of Planning, and the State Reserve Fund.  Others will be added as they become available.

Here are a couple of highlights:

  • State Retirement Agency: Teacher pensions are predicted to cost $25 million more in FY 2017 than the amount counties and school boards paid in FY 2016. This amount is in addition to the over $200 million that counties already pay towards teacher pensions.
  • Department of Planning: Local Program Open Space (POS) will receive a contingent appropriation of $5 million in FY 2017. The $5 million enhancement would bring the FY 2017 local POS allowance to $21.7 million.  Under the statutory transfer tax distribution formula, the local POS share should be $39.6 million.
