Learn about the challenges police body camera video poses to local governments under Maryland’s Public Information and possible responses to those challenges at the 2015 MACo December Winter Conference. As previously reported on Conduit Street, MACo has adopted reform of the Act to better address body cameras as one of its 2016 legislative initiatives.
Description
As Maryland and its counties move toward implementing a broad police body camera policy, one key issue that must be addressed is how to treat body camera footage under the Maryland Public Information Act. Such footage poses genuine privacy, technical, and practical challenges to county governments that the Act does not specifically address. Panelists will provide an overview of how the Act currently handles body camera footage, highlight the benefits and challenges the footage poses, and offer differing perspectives on whether and how body camera footage should be treated differently under the Act.
