MACo 2013 Winter Conference Session – The Nuts and Bolts of School Budgeting

Description: Recent Maintenance of Effort (MoE) changes and the transfer of a portion of teacher pension costs have presented not only budget challenges for the counties, but administrative challenges with the categorization of expenditures and the completion of forms.  During this session, the Maryland State Department of Education will provide guidance for the completion of budget documents, and a county budget officer and a school system financial officer will provide their perspectives on budgeting for education at the local level.  This will include offering best practices and addressing recurring costs.

  2. Elaine M. Kramer, Chief Financial Officer, St. Mary’s County
  3. Tom Kappra, Chief Finance Officer, Cecil County Public Schools
