Panelists will discuss why changes in benefits structures are needed, the importance of balanced decisions to recruit and maintain a qualified workforce, and employee expectations during these difficult economic times.

Speakers Include:

1) The Honorable Nancy K. Kopp, Maryland State Treasurer
2) David B. Dunn, County Manager, Frederick  County
3) Glenard S. Middleton, Sr., Executive Director, AFSCME Council 67
