After six hours of debate yesterday on the floor of the House of Delegates, the body voted to approve the House budget plan on second reading. Budget discussions will continue today for final passage by the House before a conference committee is appointed to reconcile the differences between the House and Senate budget plans.
The House has continued to reject the Senate proposals to transfer a portion of teacher pension costs to the counties and permanently cut Highway User Revenue (HUR). With respect to HUR, the House has proposed a partial extension of the Governor’s two-year cut to HUR for two additional “phase back in” years until re-reaching the full local share of 28.5% by FY 2015.
