Blueprint Interim Evaluation Team to Provide Multiple Presentations This Fall

NORC, the organization contracted to produce the independent interim evaluation of the Blueprint for Maryland’s Future, is in the process of finalizing findings. Researchers will provide up to seven presentations this Fall as well as a final report on December 1, 2026. 

The Accountability and Implementation Board (AIB) for the Blueprint for Maryland’s Future (Blueprint) received an update during a recent meeting regarding the interim evaluation of the Blueprint. Researchers from NORC gave an update on how the first two phases of the evaluation have gone and described some additional next steps to be taken in phase three as they analyze the information and summarize the findings.

Phase one was mostly about setting up the research process and phase two, that is quickly coming to a close has been focused on capturing data and information from education stakeholders in Maryland. That included capturing information from all 24 local education agencies regarding Blueprint implementation progress across pillars as well as providing an opportunity to address barriers and challenges. In addition to the school system personnel, interviews have also been held with statewide leadership including key informants from professional associations and state agencies.

Specifically stakeholders were asked to share feedback on the extent to which Blueprint programs have been implemented, including how and the extent to which funding and other resources have been used. Presenters shared that a good amount of feedback addresses how funding, organizational structures, and local conditions have effected implementation, including how funding is being allocated and used over time. In recent weeks, county government stakeholders have also been requested to provide information to NORC and will be participating in forthcoming interviews.

NORC is aiming to deliver up to seven presentations this Fall as their team continues to analyze the information that has been gathered and produce the required report on December 1, 2026.
