An updated math policy, set to be adopted today, aims to strengthen the foundation for improving math test scores in Maryland schools and bolster long-term outcomes for students. 

The Maryland State Board of Education is set to vote on a new PreK-12 Mathematics Policy designed to improve how mathematics is taught, learned, and assessed across the state. This new policy comes after an initial strategy was adopted in early 2025. According to meeting documents these revisions underwent a public comment period in July of this year. During the meeting state officials will present an overview of the public comments received and request adoption of the revised Math Policy with the timeline and Secondary Math Program updates

The PreK-12 Maryland Mathematics Policy is a strategic initiative designed to transform mathematics teaching, learning, and achievement from early childhood through secondary education. This policy supports the foundational goals of The Blueprint for Maryland’s Future by ensuring that all students, regardless of background, have equitable access to a coherent and high-quality mathematics education. The policy includes recommendations to implement a structured mathematics program that develops students’ conceptual understanding and fluency in mathematical concepts, skills, and strategies. By aligning teaching and learning practices with these goals, the policy aims to prepare students to apply mathematical knowledge in real-world contexts, enhancing their readiness for daily life, higher education, and future careers.

The changes come as Maryland continues to grapple with uneven student performance in mathematics. The new policy is intended to move beyond simply referencing academic standards toward ensuring those standards are actually realized in the classroom, with clearer expectations and stronger alignment across grade levels. It also supports a revised secondary math progression designed to prepare students for postsecondary coursework and career pathways.

Improving math achievement is also central to realizing the broader goals of the Blueprint for Maryland’s Future (Blueprint). The Blueprint’s College and Career Readiness standard specifically requires students to develop the English and mathematics literacy necessary to succeed in first-year, credit-bearing postsecondary coursework. That makes stronger math — alongside improved literacy — more than an academic goal; it is a prerequisite for the Blueprint’s larger ambitions around college access, career readiness and economic mobility.
