MACo has appointed Preeti Emrick, Director of the Anne Arundel County Office of Emergency Management, to represent Maryland’s county emergency managers on a State workgroup examining emergency management funding, homeowner’s insurance, and disaster preparedness.
The workgroup was established by SB 739 / HB 1219 (Chapter 696 of 2026), legislation MACo supported after county emergency managers identified stable and predictable funding as one of their highest legislative priorities. The study will examine how Maryland funds emergency management, how changes in federal disaster funding affect State and local readiness, and how homeowner’s insurance and mitigation efforts intersect with long-term disaster preparedness.
Emrick brings more than 15 years of emergency management experience to the workgroup. She leads Anne Arundel County’s emergency planning, preparedness, response, and recovery efforts and works with State, local, healthcare, and community partners to coordinate emergency operations.
She also serves as president of MACo’s Emergency Managers Affiliate, representing emergency management professionals from Maryland’s 23 counties and Baltimore City. In that role, she works closely with county emergency managers across the State to identify shared operational challenges and strengthen coordination among jurisdictions.
MACo advocated for the study because counties maintain emergency management capabilities every day, not just after disasters occur. County governments fund preparedness, training, communications, planning, and response, even as federal disaster funding becomes less predictable and reimbursement timelines grow more uncertain.
